Inspecting coastal erosion in Hoi An

DNO - A delegation from the Da Nang City Department of Agriculture and Environment recently conducted a field inspection of the coastal erosion situation in Hoi An, specifically in the Hoi An Tay ward, and the progress of the Hoi An Coastal Erosion Control and Sustainable Protection Project.

According to the Department of Economy , Infrastructure and Urban Development of Hoi An Tay ward, due to the impact of strong winds and large waves from July 28-29, the coastal area in Tan Thanh neighborhood continues to experience erosion. The erosion is outside the area where residents have reinforced the embankment with geotextile bags. The erosion is spreading inland, creating vertical cliffs with heights of 4-5 meters, bordering the business areas of local residents.

During a field inspection, the working group and the investor of the Hoi An Coastal Erosion Control and Sustainable Protection Project, the Quang Nam Investment and Construction Project Management Board (under the Da Nang City People's Committee), along with relevant parties, reported that the coastal erosion is located at aquaculture area C7, part of package 2 of the project. Aquaculture area C7 has not yet begun construction (by pumping sand to create a beach). Field measurements show that the terrain has changed in elevation compared to the approved design; the current state of aquaculture area C7 is experiencing severe erosion.

Given the above situation, the working group requested the investor to direct the contractor to urgently gather materials, personnel, and equipment to implement construction according to the schedule approved by the investor and the signed contract, ensuring completion within 2025. Updating the volume of work, design drawings, and construction progress is within the investor's authority. The investor needs to develop a contingency plan for unforeseen circumstances to ensure the protection of the completed construction and existing infrastructure in the area before the project is completed.

Mr. Le Tu Khanh, Head of Project Management Department II ( Quang Nam Investment and Construction Project Management Board), said that the relevant parties have agreed to assign the design consulting unit to update the construction design documents based on current survey data to suit the actual terrain, recalculate the increase/decrease in volume (if any), and provide solutions and technical guidelines for construction to ensure the safety and efficiency of the project. The design consulting unit will submit the revised plan to the investor for approval no later than August 12, 2025.

The contractor is urgently mobilizing materials, personnel, and equipment to begin sand pumping and beach restoration work on beach C7 to prevent further erosion. Priority will be given to pumping sand in the severely eroded area on the northern side of the project (An Bang beach area) before the 2025 rainy season.
