Commenting on Clause 9, Article 3 of the draft Law, the delegates asked the drafting agency to consider building worker accommodation only in industrial zones. Accordingly, for established industrial parks, there is no longer a land fund to build accommodation, if hard regulations as in the draft will cause difficulties in practice. Therefore, the delegate said that it is possible to regulate the arrangement and construction of accommodation for workers within a certain radius around the industrial park to have a higher openness, and be more effective when deployed in practice.

Delegates said that, about the beneficiaries of social housing support policies, Clause 6, Article 73 stipulates that workers and employees working at enterprises in industrial parks are entitled to support policies on social housing. social housing. In Clauses 2 and 3, Article 74 on forms of implementation of social housing support policies, it is stated that poor and near-poor households residing in urban areas are not entitled to housing support policies. .
