Term 2: Human resource development: There are "bottlenecks"
GAlmost 15 years of implementing Resolution No. 27 of the XNUMXth Party Central Committee on building a contingent of intellectuals in the period of accelerating industrialization and modernization of the country, the position and role of the awakening team Dak Lak has been enhanced, increased in quantity and quality. However, building a team of intellectuals in Dak Lak still faces many difficulties and challenges.
There is still a "gap" between academic degrees, academic degrees and reality
In response to the requirements of the cause of promoting industrialization and modernization of the country and international integration, the number of intellectuals in Dak Lak province has increased greatly in number; However, it has not yet met the local socio-economic development requirements. In addition, the work of attracting talents and developing highly qualified human resources in a number of fields is still limited, with a lack of leading officials and experts in many fields such as agriculture, construction, economics, etc. environment…
Over the years, Krong Bong district has well implemented the training and retraining of staff; in which, pay special attention to creating young staff. However, according to the assessment of the district's Department of Home Affairs, at present, the number of officers basically ensures the assigned tasks, but it must be frankly acknowledged that there has not been a breakthrough or outstanding contribution in promoting the development of the country. local development.
As Ea Trul is a commune in region 3, over 60% of the population is from ethnic minorities, so it is not easy to attract intellectuals and people with high professional qualifications to work in the locality. Most of the commune's civil servants have basic qualifications, but the quantity and quality have not met the practical needs, leading to the work efficiency not reaching the desired level.
Vice Chairman of the Commune People's Committee Tran Hoai Chinh expressed that in order to develop socio-economic in the locality, it is required to attract qualified, enthusiastic and willing intellectuals. To do so, first of all, to ensure the working environment, life and income; at the same time, governments at all levels must have strategies to develop and attract talents to particularly difficult areas like Ea Trul.

Not only in state agencies, businesses also have a serious shortage of highly qualified human resources. As an enterprise operating in the field of mechanical engineering, Dang Phong Production - Trade - Service - Import-Export Co., Ltd (Tan An Industrial Cluster) urgently needs highly skilled workers. However, recruiting is very difficult. Mr. Nguyen Dang Phong, Director of the Company, said that every year the Company announces the recruitment of highly skilled workers for important positions in the production line of the unit, but finding it is very difficult. difficult, in recent years, the number of recruitments can only be counted on the fingers. Therefore, every year, the company has to hire teachers to train workers to improve their skills.
“In terms of the number of intellectuals in Dak Lak province, there is no shortage, but in terms of quality, it is not enough. In fact, the trained intellectuals have very high academic degrees, but their ability to meet reality in social life is still far away. Deputy Head of the Propaganda Department of the Provincial Party Committee Le Dinh Hoan.

It is a fact that the number of scientific topics researched and applied to the practice of production, business and people's lives in the province is still small and of low quality; The participation of intellectuals in consulting, criticism and assessment activities of socio-economic development undertakings, policies and projects is still limited.
Deputy Head of the Propaganda Department of the Provincial Party Committee Le Dinh Hoan said that Dak Lak currently has the Central Highlands Agro-Forestry Science Institute, the Central Highlands National Academy of Public Administration Sub-Institute, and the Central Highlands University. scientific research projects, including a number of national-level topics, but the problem of application in practice is very little, not as expected. The group of qualified intellectuals in our country in general, and in Dak Lak province in particular, mostly work in administration, career, education, health care and management, and rarely participate directly in research. science and technology development.
Human resource "slow" area
Building a contingent of intellectuals in general and ethnic minority intellectuals in particular to meet the requirements of socio-economic development is one of the tasks of special concern to the Party and State. Playing an important role and position to accelerate the development process in rural, remote and isolated areas, but currently the number of ethnic minority intellectuals is not high.
Dak Lak province has nearly 2 million people, of which local ethnic minorities account for about 32% of the province's population, and ethnic minorities from other places account for about 12%. Currently, the number of civil servants and public employees of ethnic minorities accounts for about 13,2% of the total number of civil servants and public employees in the province. Although accounting for a large number, the number of highly qualified ethnic minority intellectuals is still modest, which is also a common feature of the whole Central Highlands. According to statistics, in 2021, the number of people with a university degree or higher in the Central Highlands is 322.056 people (5,3% of the population), the number of ethnic minority intellectuals is 9.078 people. In which, Dak Lak province has 3.651 intellectuals with university degree or higher (accounting for 11,02% of the population), Dak Nong province has the lowest in the region with 147 people (accounting for only 2,7% of the population).

Dr. Tran Ngoc Thanh, Chairman of the Forest Science and Technology Association of Dak Lak province shared that the number of ethnic minority intellectuals in the Central Highlands is still lacking in number. Ethnic minorities in the Central Highlands account for about 38% of the population of the whole region, but ethnic minority intellectuals account for only 2,73%. Currently, the Central Highlands has 4 universities, but only 2 have ethnic minority lecturers. Specifically, Da Lat University (Lam Dong province) has 330 lecturers, but only 1 ethnic minority lecturer (accounting for 0,03%), Central Highlands University has 473 lecturers, but only 15 lecturers ethnic minorities (accounting for 3,2%).
According to the Committee for Ethnic Minority Affairs, the human resources of the Central Highlands provinces in general and Dak Lak in particular, especially the ethnic minority areas, are still "low-lying areas". Therefore, the results of achieving the goals of the whole region are very modest. For example, in 2020, the labor productivity of the region will only reach VND 84,3 million/worker (equivalent to 0,93 times of the Northern Midlands and Mountains; 0,4 times of the Red River Delta). Similarly, in 2020, the region's per capita income is only 33,8 million VND/year, ranking 5/6 regions of the country...
It can be affirmed that these situations are the limitations and "bottlenecks" of the Central Highlands in general and Dak Lak province in particular in the process of socio-economic development. The problem of ordering for scientists and researchers to design development solutions for the region in the coming time is very necessary. In particular, it is necessary to determine that the construction, development and improvement of the quality of the province's ethnic minority cadres to meet the requirements of the task in the new situation is an important and urgent task.
