With its position as the economic, political , cultural and social center of the province, Thanh Hoa City has many potentials and ideal conditions to "light up" the night economy. The city's investment in building and organizing a walking street, Phan Chu Trinh night market and Lam Son Square cultural space aims to contribute to promoting cultural values, creating new tourism products associated with the development of Thanh Hoa City's night economy.
Phan Chu Trinh walking street and Lam Son Square cultural space were put into trial operation on the evening of June 22, 2024.
With a large population, synchronous and modern urban infrastructure investment is an ideal condition for Thanh Hoa city to develop the night economy . Currently, in the city, nighttime entertainment activities and services are still poor, monotonous and not planned and arranged properly. A survey shows that on streets such as Le Loi, Le Hoan in Lam Son ward; Truong Thi, Ben Ngu in Truong Thi ward; Phan Chu Trinh, Nguyen Du in Dien Bien ward, a chain of beverage shops and entertainment services have been formed. Although it cannot be called a night economy, nighttime business, entertainment and entertainment activities in Thanh Hoa city are gradually becoming more bustling, attracting a large number of people, especially young people, and bringing revenue to a part of the city's population. From the above reality, it requires the city to have a strategic "step" to develop the night economy, creating new opportunities for economic growth.
On July 27, 2020, the Prime Minister signed Decision No. 1129/QD-TTg approving the Project "Developing the night-time economy in Vietnam". This is an important legal corridor for developing the Project "Organizing Phan Chu Trinh walking street and Lam Son Square cultural space", aiming to open up opportunities for the city to effectively exploit the potential for night-time economic development. Implementing the direction of the Provincial People's Committee on organizing Phan Chu Trinh walking street, Dien Bien ward, Thanh Hoa city in Official Dispatch No. 14254/UBND-KTTC dated October 22, 2019, Thanh Hoa city has organized the establishment of the Project "Organizing Phan Chu Trinh walking street and Lam Son Square cultural space".
Based on the project approved by the City People's Council in March 2020, from 2023, Thanh Hoa City People's Committee has implemented the steps and procedures according to the provisions of law to implement the Project to complete the infrastructure and facilities of the walking street and night market on Phan Chu Trinh Street, with a total investment of 12,745 billion VND; Project to invest in items to decorate the walking street space of Phan Chu Trinh, with a total investment of more than 14,603 billion VND.
As a project to celebrate the 220th anniversary of the provincial capital, the 30th anniversary of the city's establishment, and the 10th anniversary of the first-class urban area, right from the first days and months of 2024, the Thanh Hoa City Party Committee, People's Council, and People's Committee have directed relevant departments and offices to urge contractors to focus on vehicles and human resources to speed up the construction progress of the projects. Specifically, the project to complete the infrastructure and facilities of the walking street and night market on Phan Chu Trinh Street, after 6 months of construction, up to now, the contractor has completed the renovation and repair of technical infrastructure items including sidewalks, trees, and drainage systems; installation of equipment for the operator's house behind the Lam Son Square flagpole; installation of traffic signs, barrier fences, and painted lines; construction of new power supply systems, clean water, cameras, and wifi to serve the people.
With the Project to invest in items to decorate the space of Phan Chu Trinh walking street, the contractor has completed the installation of 2 mobile welcome gates at the starting and ending points of a part of Phan Chu Trinh street within the walking street; installed 3 stylized mobile welcome gates on Ly Nhan Tong, Nguyen Don Tiet and Ho Xuan Huong streets. At the same time, decorated LED lights wrapped around trees along Phan Chu Trinh street; installed styling frames combined with LED lights for check-in areas; decorated Ly Nhan Tong street with the theme of conical hat space; decorated Ho Xuan Huong street with the theme of Hoi An space; decorated Nguyen Don Tiet street with the theme of colorful space; installed mobile stages combined with sound and light in the area in front of the flagpole to serve culture and art; purchased sound and light systems to install for the flagpole to serve the city's events; installed some additional equipment for operation.
Immediately after completing the infrastructure and facilities of the walking street and night market on Phan Chu Trinh Street, the Thanh Hoa City People's Committee assigned the City's Center for Culture, Information, Sports and Tourism to coordinate with relevant departments and units to organize, review and select business households on Phan Chu Trinh walking street and Lam Son Square cultural space. Currently, there are households registered to do business on Phan Chu Trinh walking street and Lam Son Square cultural space.
To ensure business activities are conducted in an orderly manner, Thanh Hoa City has stipulated that business households must have sales counters according to the model and style prescribed by the Management Board of Phan Chu Trinh Walking Street and Lam Son Square Cultural Space, including: souvenir carts and fast food carts. At the same time, each business household must have at least 1 trash can to store waste before, during and after business hours as prescribed. Along with that, business households must commit to implementing the regulations on organizing and operating the walking street; selling the correct registered products and publicly posting prices according to regulations, not arbitrarily changing business lines; being aware of ensuring security and order and regulations on fire prevention and fighting; cleaning the business location; paying fees, charges, and contributions when doing business within the walking street. In particular, households are not allowed to arbitrarily transfer or sublease their business locations without the consent of the Head of the Management Board of Phan Chu Trinh Walking Street and Lam Son Square Cultural Space. On the evening of June 22, 2024, Thanh Hoa City conducted a trial operation of the walking street, night market on Phan Chu Trinh Street and Lam Son Square Cultural Space and will officially open on the evening of June 28, 2024.
Thanh Hoa City's implementation of the construction and organization of a walking street, Phan Chu Trinh night market and Lam Son Square cultural space not only creates new and attractive tourism products, attracting tourists to Hac Thanh land, but also creates space and environment for the development of cultural, artistic, commercial and service activities associated with the development of the night economy.
