Who is responsible?

Speaking with a reporter from Giao Thong Newspaper, a leader of the People's Committee of Ha Khau Ward, Ha Long City, said that the accumulation of waste and garbage in the area around the Ha Khau cemetery fence is due to a brick-making enterprise carrying out environmental restoration work.

Hundreds of cubic meters of garbage and waste materials were dumped on the hillside and in the water pits in the area adjacent to the Ha Khau cemetery boundary.

"The authorities have received reports from residents about the dumping of waste in the Ha Khau cemetery area. Currently, the authorities are conducting an inspection and handling the matter according to regulations," said a leader of the Ha Khau Ward People's Committee.

It is known that on May 20, 2024, the People's Committee of Ha Khau Ward recorded a report on the dumping of waste in the Ha Khau cemetery area. The report clearly stated that the source of the waste was from households during the construction, repair, and renovation of tombs.

The waste disposal site, identified after inspection, is located in the northern area of ​​the cemetery, within the land use rights granted by the State to Ha Long Quang Ninh Urban Environment Joint Stock Company.

A section of concrete road leading to the area where construction waste and household garbage are dumped has crumbled.

In the minutes, Ha Long Quang Ninh Urban Environment Joint Stock Company affirmed that the company did not hire and did not permit the dumping of waste from outside into the cemetery grounds. Therefore, the People's Committee of Ha Khau Ward requested that Ha Long Urban Environment Joint Stock Company implement measures and develop a plan to protect the Ha Khau cemetery area to ensure that no waste is dumped there.

However, in an interview with a reporter from Giao Thong Newspaper, Mr. Pham Duc Son, General Director of Ha Long Quang Ninh Urban Environment Joint Stock Company, stated that within the cemetery's management area, there are no violations related to waste dumping or environmental impact...

"This is because local residents dumped waste there during the renovation and construction of the tomb. The company will soon take measures to prevent this if any violations occur," Mr. Son said.

A large quantity of waste and suspected substandard garbage is being used for environmental restoration in the area adjacent to the Ha Khau cemetery.
