The wide concrete roads in Chieng Lon today have given the mountainous rural area a modern and attractive appearance, with a comprehensively planned and paved transportation infrastructure system. Along the roads, red flags with yellow stars flutter, creating an atmosphere of excitement among the people.
One of the highlights of implementing the two-tiered local government model is the decisive action of the commune Party committee and government in environmental protection. The commune People's Committee has directed specialized departments and other sectors and organizations to build mini-incinerators in residential areas; by the end of 2025, more than 2,000 incinerators had been built throughout the commune. This model not only helps families proactively sort and process household waste at the source but also contributes to raising environmental awareness and building a green, clean, and beautiful rural landscape.

Mr. Ha Van Quan, head of Chieng Lon neighborhood, said: “Initially, when the locality implemented the mini-incinerator model, many households were hesitant because they were unfamiliar with the process. However, after receiving specific guidance from commune officials on how to build, sort, and process waste, my family found the model practical, easy to implement, and inexpensive. Since having the incinerator, household waste is processed right at home, the village roads and alleys are cleaner, and the environment is better protected. The people in the neighborhood all agree, support, and work together to maintain the model.”
Following the implementation of the two-tiered local government model, the Party Committee and government of Lai Dong commune have focused on innovating leadership, guidance, and management methods in a decisive, thorough, and coordinated manner. The focus has been on improving the effectiveness and efficiency of the government apparatus; and promoting the role and responsibility of officials in implementing tasks at the grassroots level. As a result, many socio -economic development targets have been met and exceeded, creating positive changes in the rural landscape and the lives of the people.
In 2025, Lai Dong commune completed and exceeded all 14 socio-economic development targets, with 6 targets exceeding the plan and 8 targets meeting the plan. The economy maintained stable growth, with total investment implemented in the area reaching over 88.4 billion VND. The poverty rate decreased to 12.9%, and average income was estimated at nearly 35 million VND per person.
In economic development, Lai Dong commune is focusing on implementing various solutions to effectively exploit its potential and advantages. The Party Committee and the government have developed two specialized resolutions on the development of economically valuable plant and animal breeds for the period 2026-2030; at the same time, they are orienting the expansion of production scale towards commercialization, increasing income for the people.
The entire commune currently maintains and develops nearly 40 hectares of citrus fruit trees, of which over 15 hectares are in production; and expands the model of cultivating pink bananas to over 40 hectares. Livestock farming continues to develop steadily in both scale and total herd size. The area for aquaculture is maintained at over 126 hectares, with an estimated aquatic product output of 39 tons in 2025. The planted forest area is over 1,318 hectares, including 643.7 hectares of newly planted forest and 48,000 scattered trees. The concentrated harvesting of planted forests reached nearly 630 hectares, mainly acacia and bodhi trees, with an estimated output of over 44,500 m³ , valued at approximately 71.2 billion VND.

Households in Lai Dong commune are transforming their unproductive gardens into cash crops to increase their income.
The socio-cultural sector continues to show positive progress. 100% of children under 1 year old receive full vaccinations; the rate of people participating in health insurance reaches 100%. The entire commune has 3,018 households achieving the title of "Culturally Advanced Family," accounting for 86.1%.
In the context of building new rural areas, the commune continues to maintain 3 new rural residential areas. The program to eliminate temporary housing was implemented vigorously and completed for 105 out of 105 households as planned, with a total support budget of over 5.57 billion VND.
Comrade Nguyen Ngoc Cuong, Vice Chairman of the Lai Dong Commune People's Committee, said: In the coming time, the locality will continue to focus on leading and directing the effective exploitation of potential and advantages in land and climate to develop agriculture and forestry in a sustainable, commodity-oriented direction. The commune will prioritize the construction and implementation of specialized resolutions on the development of key crops and livestock, gradually forming production models with high economic value, and increasing income for the people.
The commune requests that all levels and sectors continue to pay attention to and support investment in essential infrastructure and policies to support production development for ethnic minority areas. This will create conditions for people to access capital, science and technology, and expand markets for their products. Through this, it will contribute to promoting socio-economic development, sustainable poverty reduction, and improving the lives of the people in the area.
