The 13th Central Committee of the Communist Party of Vietnam has published the full text of the draft documents to be submitted to the 14th National Congress of the Party, to solicit feedback from cadres, Party members, and the people starting from October 15th. The period for collecting public feedback will last until November 15th, 2025.

Following the directive of General Secretary To Lam , Head of the Document Subcommittee, on October 21, 2025, the Editorial Team for the XIV Party Congress Documents provided the "Report on some new and important issues in the Draft Documents submitted to the XIV Party Congress" as a reference document for cadres, Party members, and the people during the process of discussing and contributing to the Draft Documents of the XIV Party Congress that have been published for public consultation.

Exactly one month has passed since the announcement, and the process of soliciting feedback from officials, Party members, and the people on the draft documents to be submitted to the 14th National Congress of the Party has been implemented seriously, urgently, synchronously, and with positive results.

Affirming unwavering determination and aspiration for national development.

Regarding the draft Political Report of the 13th Central Committee of the Communist Party of Vietnam, the majority of opinions were in strong agreement on the theme of the Congress, affirming that the theme is profoundly comprehensive, reflecting the wisdom, vision, goals, and political determination of the entire Party, people, and army in the cause of building and defending the Fatherland; affirming the unwavering will and aspiration for a prosperous and happy country, steadily advancing towards socialism in the new era.

In addition, the discussion covered assessments of the implementation of Resolution XIII and 40 years of reform; limitations and weaknesses; perspectives and development goals for the new period; key development goals and targets for the 5-year period 2026-2030; development orientations, tasks and solutions; and Party building…

It can be seen that, compared to recent Party Congresses, the new feature of this Political Report is the integration of content from three documents: the Political Report, the Socio- Economic Report, and the Report on Party Building Summary. This integration reflects the spirit of continued innovation in document drafting, stemming from the new realities of the country, the development of theoretical understanding and the Party's organizational implementation, ensuring consistency in content; conciseness, clarity, memorability, and ease of implementation.

Ms. Luong Bich Loan, Secretary of the Youth Union of Ba Son commune, Lang Son province, believes that establishing a new growth model with the goal of improving productivity, quality, efficiency, added value, and competitiveness of the economy; using science, technology, innovation, and digital transformation as the main driving force... is very appropriate. Applying scientific and technological achievements and digital transformation to production and life will create high productivity and efficiency, shortening the development gap. However, to achieve the set goals, the Party and State need to have more policies to invest in improving infrastructure, especially telecommunications infrastructure, in mountainous and border communes.

From a practical perspective on the country's achievements and transformations over the past period, especially after studying the draft documents of the 14th National Congress, Dr. Phan Bich Thien, Member of the Central Committee of the Vietnam Fatherland Front and President of the Vietnamese Women's Forum in Europe, expressed that the draft documents correctly identify the spirit of inheritance and innovation, focusing on building a country that is "rapidly developing, sustainable, prosperous, and happy." However, the draft documents need to more clearly express the vision of comprehensive human development in Vietnam, not only as a resource but also as the goal of all policies.

Dr. Nguyen Trung Hieu, Faculty of Tourism and Culture - Arts, An Giang University - Vietnam National University Ho Chi Minh City, shared that the Draft Document of the 14th National Congress of the Communist Party of Vietnam reflects the strategic vision of the Party, not only considering culture as the spiritual foundation, endogenous resource, and great driving force of society, but also affirming culture as a strategic "soft power," contributing to elevating the position and national character of Vietnam in the era of integration.

To effectively harness the "soft power" of culture, according to Dr. Nguyen Trung Hieu, the Party and State need to institutionalize it into specific action programs, linked to education, science and technology, and especially cultural diplomacy. This will strongly awaken patriotism, self-confidence, self-reliance, and the aspiration to build a prosperous country, while helping Vietnam develop its foreign relations in the new era, commensurate with the country's historical and cultural stature and position.

Regarding the draft Action Program for implementing the Congress Resolution, the majority of opinions assessed the draft as well-structured, with clear objectives and solutions, and a high degree of actionability. However, to ensure effectiveness, opinions suggested prioritizing key strategies and avoiding a scattered approach.

It comprehensively and profoundly reflects the great and historically significant achievements of the reform process.

Many opinions have been shared regarding the draft report summarizing some theoretical and practical issues concerning the socialist-oriented reform process in Vietnam over the past 40 years. The majority agree that the draft document comprehensively and profoundly reflects the great and historically significant achievements of the reform process, especially the achievements in Party building and rectification, and the development and improvement of the theoretical system on the path to socialism in Vietnam.

As an official and lecturer at the Party School, Dr. Vu Trung Kien, Deputy Head of the Party Building Department (Ho Chi Minh National Political Academy, Region II), has always been deeply interested in the content of the Congress documents; including the assessment of the country's foundation, potential, position, and prestige. "After 1975, the country went through a period of many difficulties and challenges, especially in socio-economic aspects. The Sixth Party Congress in 1986 decided on the Renovation of the country. Thus, this Fourteenth Congress marks the 40th anniversary of the Renovation of the country. The inclusion of a section in the draft document to assess the results of the Renovation is very necessary."

According to Dr. Vu Trung Kien, the overall assessment needs to be frank, objective, and comprehensive, anticipating the context of the global and regional situation, as well as the thoughts and feelings of various segments of the population at home and Vietnamese people abroad... and their impact on the country's development and stability. From this, the Party can formulate appropriate policies; at the same time, it is necessary to minimize general qualitative assessments and instead focus on specific figures.

Regarding the development of the Party's theoretical understanding over 40 years of reform, Nguyen Xuan Tu, Secretary of the Party Committee of Van Son commune (Phu Tho province), contributed his opinion, noting that the report accurately summarized the development of theoretical thinking on the path to socialism, the socialist-oriented market economy, and the construction of a socialist rule of law state. However, the report needs to emphasize more the inheritance and creativity in applying Marxism-Leninism and Ho Chi Minh Thought to the Vietnamese reality; and continue to develop new theories on digital transformation, green economy, circular economy, building a digital society and digital people, in order to meet the development requirements in the new period…

Contributing to enhancing the leadership capacity and fighting strength of the Party in the new situation.

According to the Central Propaganda and Mass Mobilization Department, opinions generally agreed with the assessments in the draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and the proposals and directions for supplementing and amending the Party Charter regarding the results and limitations after 15 years of implementation. Many specific contents were also proposed to further improve and enhance the effectiveness of implementation in the coming period. Many opinions emphasized the need for substantive implementation of the principle of democratic centralism and overcoming formalism.

Ms. Bui Thi Quynh Nga, Permanent Deputy Secretary of the Party Committee of Quang Yen Ward, Quang Ninh Province, stated that Party building and the implementation of the Party Charter have seen many positive changes in recent times, contributing to strengthening the people's trust in the Party. However, the report needs a deeper assessment of the quality of Party members and grassroots Party organizations; more specific guidance on the form of participation in Party activities for Party members working far from home; the location of Party activities for Party members working in companies and enterprises where the unit has not yet established a Party branch; and the admission of outstanding individuals into the Party in private units such as private kindergartens...

At the same time, Ms. Nga proposed amending the Party Charter to include all previously relevant provisions at the district level and specific regulations for Party committees and Party inspection committees at the commune and ward levels after the implementation of the two-tiered local government system.

Sharing his opinion on this matter, Hoang Van Minh, Secretary of the Party Committee of Ky Son commune (Phu Tho province), contributed: The draft fully outlines the observations and assessments regarding the implementation of the Party's principles, objectives, class nature, organizational elements, ideological foundation, and guiding principles for action. The draft continues to emphasize the importance of ideological work in building and rectifying the Party and the political system. It particularly emphasizes the steadfastness, research, development, and creative application of Marxism-Leninism and Ho Chi Minh Thought to suit the current and future realities of Vietnam.

Mr. Hoang Van Minh proposed that it is necessary to continue innovating the content and methods of studying political theory, linking theory with practice, and making it attractive and practical. The amendment and supplementation of the Party Charter should aim to increase the autonomy and accountability of grassroots Party organizations and establish an effective internal critique mechanism within the Party, in order to improve the quality of Party building and rectification work in the current situation and in accordance with reality...

With a spirit of openness, democracy, and high responsibility, soliciting public opinion on the documents of the 14th National Congress will help the Party refine its guidelines and policies to align with the aspirations of the people. Gathering feedback from National Assembly deputies, the Fatherland Front, political and social organizations, people's associations, cadres, Party members, and the general public on the draft documents for the 14th National Congress aims to gather and utilize the wisdom and ownership of the people in contributing to the Party's formulation of important national guidelines, policies, and decisions. This will improve the quality of the draft documents for the 14th National Congress of the Party, strengthen and build public trust in the Party, and ensure that the Party's will aligns with the people's aspirations.
