In addition to closely coordinating with the Provincial Party Committee's Organizing Committee, the Provincial Police also trained and instructed commune-level police on procedures, software updates, and resolved difficulties and problems arising during the implementation process. The Provincial Police directed the professional departments and police of 124 communes, wards, and special zones to fully prepare facilities, equipment, and human resources to build a schedule for receiving documents for each locality according to the method of "rolling, completing each unit", dividing shifts, and increasing implementation after hours, in the evening, on weekends, and on holidays.
In particular, the Provincial Police mobilized 45 officers and soldiers to form 3 mobile teams to support the collection of party membership card exchange applications for the provincial-level party organization block and support the commune-level police with a large number of quotas; established 8 local working teams led by deputy department heads to directly go to commune-level areas to inspect, urge progress and promptly guide to resolve difficulties during the peak implementation period; established a standing team at PC06 Department to promptly guide the commune police when problems arise; sent a working team to contact Department C06 in Ho Chi Minh City to install additional equipment for the commune-level police. The police force also closely coordinated with the Party cell and grassroots Party committee to review and compare the personal information of each party member with data in the national population database system. Notably, in remote, isolated and particularly difficult communes of the province, the police force of the communes overcame difficulties in traffic and weather to reach each village, hamlet and household, especially for the elderly and weak party members. For party members being treated at medical facilities, the police force also enthusiastically went to the treatment areas to directly receive application files for renewal to create the most favorable conditions for party members. For example, in Bao Lam 3 commune, there are 724 party members, of which 22 are elderly, sick, and have difficult travel conditions and cannot directly go to the collection point for receiving and renewing party membership cards. In particular, most of the party members, due to age and health conditions, are ethnic minorities Ma and K'ho living in many villages far from the commune center.
Lieutenant Colonel Ta Thanh Binh - Chief of Bao Lam 3 Commune Police said: "We have set up mobile support teams, each team consists of 2 police officers, soldiers and Party cell secretaries to go to the homes of elderly, sick, and lonely Party members to help them change their cards right at home according to regulations. As a result, the collection and issuance of Party membership cards in the commune has reached 100%".

Colonel Nguyen Tuong Vu - Deputy Director of the Provincial Police Department commented that through the synchronous and unified implementation from the provincial to grassroots levels, the efforts, determination and drastic implementation of grassroots party organizations, especially the police force, at the end of the peak period, the whole province basically completed receiving applications for card issuance and exchange for 100% of the party members who could be admitted according to the direction of the Central Organizing Committee and the Ministry of Public Security.
