The Lam Dong Provincial Police Department is one of the leading units in the entire sector in developing detailed plans and decisively implementing comprehensive solutions to best carry out the issuance and renewal of Party membership cards according to the motto "clear person, clear task, clear time, clear progress, clear results".
Besides coordinating closely with the Provincial Party Committee's Organizing Committee, the Provincial Police also trained and guided commune-level police on procedures, software updates, and resolving difficulties and obstacles arising during implementation. The Provincial Police directed its professional departments and the police in 124 communes, wards, and special zones to fully prepare facilities, equipment, and personnel to build a schedule for receiving documents for each area using a "rolling" method, completing one unit before moving on to the next, with shift work and increased implementation outside of regular hours, in the evenings, on weekends, and on holidays.
Specifically, the Provincial Police Department mobilized 45 officers and soldiers to form 3 mobile teams to support the collection of applications for Party membership card renewals for provincial-level Party organizations and to assist commune-level police with a large number of quotas; established 8 field task forces led by deputy heads of departments to directly go to commune-level areas to inspect, monitor progress, and promptly guide the resolution of difficulties during the peak implementation period; established 1 permanent team at the PC06 Department to promptly guide commune police when problems arise; and sent 1 task force to contact the C06 Department in Ho Chi Minh City to install additional equipment for commune-level police. The police force also closely coordinated with grassroots Party branches and committees to review and cross-check the personal information of each Party member with data in the national population database system. Notably, in the remote, disadvantaged, and particularly difficult areas of the province, the commune police force has overcome difficulties in transportation and weather to reach every village, hamlet, and household, especially for elderly and frail Party members. For Party members receiving treatment at medical facilities, the police force also diligently goes to the treatment areas to directly collect applications for renewal, ensuring maximum convenience for them. For example, in Bao Lam 3 commune, there are 724 Party members, including 22 elderly, frail, and sick members who have difficulty traveling and cannot directly go to the application point for renewal. In particular, the majority of Party members, due to age and health difficulties, are ethnic minority members of the Ma and K'ho groups residing in many villages far from the commune center.
Lieutenant Colonel Ta Thanh Binh, Head of Bao Lam 3 Commune Police, said: “We have established mobile support teams, each consisting of two police officers and the Party branch secretary, to go to the homes of elderly, sick, and lonely Party members to help them renew their Party membership cards right at home according to regulations. As a result, the collection and renewal of Party membership cards in the commune has reached 100%.”

Colonel Nguyen Tuong Vu, Deputy Director of the Provincial Police, stated that, through the synchronized and unified implementation from the provincial level to the grassroots, and the efforts, determination, and decisive actions of grassroots Party organizations, especially the police force, at the end of the peak period, the entire province had basically completed the process of receiving applications for card renewal for 100% of eligible Party members as directed by the Central Organization Department and the Ministry of Public Security.
