
In accordance with Resolution No. 418/NQ-CP on the giving of gifts by the Party and State to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026 to people with meritorious services to the revolution, those under social protection, social pensioners and vulnerable groups, many localities in the province have organized the giving of gifts to the people.
As a disabled veteran classified as 4/4, Mr. Ha Phuc Tien from Hong Tien village, Quy Mong commune, received 400,000 VND on this occasion.
Mr. Tien happily shared: "I am very happy and grateful to the Party, the State, and the local government for always caring for me both materially and spiritually so that I can continue to live happily and healthily."
In Quy Mong commune, 942 people are eligible to receive gifts to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026, with a total budget of approximately 385 million VND.
Mr. Vu Manh Ha, Deputy Head of the Culture and Social Affairs Department of Quy Mong Commune, said: “According to the assignment of the Commune People's Committee, the department has taken the lead and coordinated with specialized departments and villages to distribute gifts, ensuring that they reach the correct recipients, are distributed according to regulations, are timely, transparent, and within the stipulated timeframe. We organized payments at three locations to facilitate access for the people. Through this, the local government also gained insight into the living conditions of policy beneficiaries, promptly advising on solutions to any arising issues and ensuring that all eligible individuals receive gifts as prescribed.”

Mr. Vu Tung Tam, Vice Chairman of the Tan Hop Commune People's Committee, also stated: The commune has established three working groups, comprising officials, civil servants, and representatives from each village, to distribute gifts to eligible recipients. Drawing on experience from the 2025 National Day celebrations, commune officials will go directly to each village to announce the information, ensuring transparency, fairness, and accuracy.
On this occasion, Lao Cai province has been allocated over 27 billion VND to give New Year's gifts to 69,908 beneficiaries, including 11,574 people with meritorious contributions to the revolution and 58,318 people under social welfare programs. Each gift is worth 400,000 VND. This is an extremely meaningful gift, demonstrating the care and concern of the Party and State for those with meritorious contributions to the revolution, social welfare beneficiaries, and vulnerable groups in the community. It also creates a joyful atmosphere among the people, leading up to the 14th National Congress of the Party and the traditional New Year.

Implementing a two-tiered local government model, by the end of 2025, localities in the province will continue to strengthen their efforts to understand the thoughts and aspirations of the people, conduct surveys and assessments of the practical situation to fully prepare the conditions for effectively implementing social security policies and programs. This will contribute to improving the material and spiritual lives of the people, consolidating their trust in the leadership of the Party and the State, and moving towards the goal of sustainable development.
In 2025, the province achieved its goal of eliminating temporary and dilapidated houses, with nearly 27,000 houses completed by the end of August – three months ahead of the deadline set by the Prime Minister . In addition, 1,116 households whose homes were damaged by natural disasters in 2025 also began construction of new houses before the Lunar New Year in 2026.

Thanks to social mobilization efforts, many charitable houses continue to be built and donated to policy beneficiary families and households in particularly difficult circumstances. Under these new, sturdy, and warm homes lies the joy, happiness, and peace of mind of the people – a vivid testament to the sense of responsibility and the collective efforts of the entire political system and the community.
In Den Sang commune, 60 houses built with support from the Ministry of National Defense have been completed and handed over, bringing joy to the people of Ma Mu Su 1. The new resettlement area covers more than 3.5 hectares and has complete infrastructure including electricity, water, and transportation connections. Mr. Pham Trung Kien, Chairman of the People's Committee of Den Sang commune, said: "When they move to their new homes, the people will be assured of safety and have better conditions for development. We are also studying the development of community tourism in the resettlement village to create sustainable livelihoods for the people."
A major highlight in Lao Cai's poverty reduction efforts in 2025 is the comprehensive implementation of social security policies. 100% of poor and near-poor households and social welfare beneficiaries will be issued health insurance cards; 62,000 people will receive monthly social welfare allowances. During the 2021-2025 period, the province processed over 78,525 applications from people with meritorious service, and paid regular allowances to over 8,000 people.
On average, the province provides vocational training for over 30,000 workers and creates jobs for over 30,000 workers each year... However, by the end of 2025, the province will still have 23 communes with a poverty rate of 20-40%; some communes have high poverty rates such as Den Sang (41.46%), Tram Tau (47.49%), Nam Co (55.27%), Ta Xi Lang (61.12%)...
From now until the Lunar New Year 2026, localities in the province will continue to focus on caring for social welfare for poor households and those in difficult circumstances, through providing rice and essential necessities, ensuring that all citizens have the conditions to celebrate a full and warm Tet holiday.

Along with the efforts of the local government, organizations and associations in the province have also proactively and flexibly implemented many practical activities, joining hands to care for the poor and those in difficult circumstances. With the spirit of "Joining hands for the poor - leaving no one behind," the Provincial Red Cross Society will coordinate with the Thien Tam Fund (Vingroup Group) to donate 8,600 Tet gifts, totaling 5.16 billion VND, to poor households in 13 communes; organize two provincial-level "Tet of Compassion" programs in Son Luong and Pha Long communes, along with many activities to directly distribute Tet gifts to disadvantaged households in the area.
In addition, many charitable organizations and individuals are also ready to work alongside local authorities to care for those facing difficult circumstances in life.
"Love given away is love that lasts forever," "No one should be left behind." With this spirit, every heartfelt gesture, every gift sent, will contribute to a beautiful humanitarian journey – a journey of spreading love, bringing a warm Tet holiday and a peaceful spring to the poor.
