The "Digital Literacy Movement" is a strategic initiative of the Central Committee aimed at popularizing digital skills, creating a foundation for the formation of a digital workforce, and meeting the requirements of national development in the new era. After more than a year of implementation, initial results show that the decisive leadership and guidance of Party committees at all levels are crucial factors in creating the widespread impact and tangible effectiveness of the movement, gradually bringing the Party's policy into reality in social life.
Decisive leadership and guidance from the Central Committee down to the grassroots Party committees.
2025 marks the first year of implementing Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. Under the direct and consistent leadership of the Central Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation (the Steering Committee), headed by General Secretary and President To Lam, the dissemination and implementation of the resolution have been carried out urgently, synchronously, and extensively throughout the country.
A significant milestone was the Steering Committee's issuance of Plan No. 01-KH/BCĐTW dated March 21, 2025, on the implementation of the "Digital Literacy Movement," clearly defining the objectives, tasks, solutions, implementation roadmap, and assigning specific responsibilities to ministries, sectors, and localities.
Based on that, 100% of localities have issued implementation plans; many localities have established or strengthened Steering Committees, Support Teams, and Working Groups to organize the implementation of the movement.
In line with the Central Committee's directive, the Standing Committee of the Bac Ninh Provincial Party Committee issued Plan No. 08-KH/TU dated July 25, 2025, on the implementation of the "Digital Literacy Movement" in the province, clearly identifying the movement as a highlight in the province's innovation and digital transformation. Immediately afterwards, the Provincial Party Committee's Propaganda and Mass Mobilization Department issued guidelines on promoting the "Digital Literacy Movement"; and the Party Committees of the provincial Party agencies issued plans to disseminate the movement to 100% of their subordinate Party branches and committees.
Based on the provincial leadership and guidance documents, the Party committees of communes and wards also issued plans to implement the movement; directing local authorities and mass organizations to integrate the content of "Digital Literacy for the People" into Party branch meetings, village meetings, and mass organization activities... As a result, the movement quickly spread to villages, hamlets, and neighborhoods; many localities even organized "Digital Literacy Day" attracting a large number of people to participate.
In the first quarter of 2026, Bac Ninh province will continue to maintain the targets already achieved, while resolutely implementing many comprehensive solutions to complete the set targets; in particular, focusing on achieving the target of 80% of the province's adult population being certified as having achieved universal knowledge about digital transformation and digital skills on the VNeID platform.

With the guidance and direction of Party committees and organizations, many localities have seen the emergence of innovative models that bring practical results and have a wide-ranging impact.

In Ninh Binh, the "Ninh Binh Red Address" initiative applies QR codes, 3D videos, and digital narrations to digitize information on historical, cultural, and revolutionary relics; the "Each Student - One Digital Family Member" model promotes the role of students in supporting their family members in accessing and using digital technology .
Thanh Hoa province has also implemented many models such as: "1 civil servant - 5 households working together in digital transformation", "Digital family", "Digital market - digital rural area", "Digital residential area", "AI broadcaster", "Community digital learning club"... contributing to bringing digital knowledge and skills closer to the people.
These models facilitate people's access to, practice, and application of technology in their daily lives; at the same time, they develop basic digital skills and promote digital transformation from the grassroots level in a substantive and sustainable way.
Enhancing the pioneering and exemplary role of cadres and Party members.
One of the key lessons learned from the practical implementation of the movement is the pioneering and exemplary role of cadres and Party members. In the digital transformation process, cadres and Party members are both implementers and leading forces in learning, mastering technology, and guiding people to access digital platforms. Recognizing that cadres and Party members are the core force leading the movement from the grassroots level, the Ninh Binh Provincial Party Committee has decided to incorporate digital skills content into Party branch activities throughout the province.
Based on this, the Propaganda and Mass Mobilization Department of the Ninh Binh Provincial Party Committee issued a Guideline for implementing the thematic activity "Party members take the lead in learning digital skills," along with a detailed activity outline. This is the first time that digital skills content has been included in Party branch activities simultaneously across the province, becoming a widespread political activity that links the learning of digital skills with the exemplary role of Party members in the context of digital transformation.
In implementing this policy, 100% of Party branches in the province have organized thematic meetings. Many Party branches have innovated their organizational methods, combining the exchange of practical situations with direct practice of digital skills such as using online public services, VNeID applications, digital signatures, and artificial intelligence tools to support work. As a result, the digital awareness and capabilities of Party members have been significantly enhanced, creating a ripple effect in the community.
Along with that, the motto "going door to door, guiding each person" has been widely implemented, contributing to making the "Digital Literacy Movement" truly effective. Many people, especially the elderly and rural workers, have been supported in accessing digital platforms, gradually forming the habit of using technology in their daily lives.
The Thanh Hoa Provincial Party Committee has identified the implementation of the "Digital Literacy Movement" as a means of popularizing basic knowledge about digital transformation and digital skills among the people, with a revolutionary spirit of inclusiveness and ensuring that no one is left behind. Based on this, the province has mobilized resources for the development of infrastructure serving digital transformation; particularly emphasizing the role of Party committees and organizations, and the pioneering and exemplary role of cadres and Party members in promoting the movement through effective methods and practical models.

Affirming the pioneering role of cadres and Party members in implementing the movement, Nguyen Ngoc Tuy, Deputy Head of the Propaganda and Mass Mobilization Department of the Thanh Hoa Provincial Party Committee, informed: The Thanh Hoa Provincial Party Committee has determined that the implementation of the "Digital Literacy Movement" aims to popularize basic knowledge about digital transformation and digital skills among the people with a revolutionary spirit, encompassing all citizens and ensuring that no one is left behind.
Based on that, the province has mobilized resources for infrastructure development to support digital transformation; especially emphasizing the role of Party committees and organizations, and the pioneering and exemplary role of cadres and Party members in promoting the movement through effective methods and practical models.
The entire province has established 4,351 community digital technology teams in 166 communes and wards, with core members including village-level Party branch secretaries, village heads, and youth union members... directly supporting hundreds of thousands of people.
When every citizen has access to digital knowledge and skills, it will contribute to realizing the goal of building a digital society, digital citizens, and a digital economy in accordance with the spirit of Resolution No. 57-NQ/TW.
