A highly anticipated project

In 2010, the Ninh Binh Provincial People's Committee approved the plan for the construction of an International Pig Breeding Center, with the Northern Livestock Joint Stock Company as the investor. The project was planned on an area of ​​over 60 hectares in Met village, Ky Phu commune, Nho Quan district, with the goal of raising and supplying tens of thousands of breeding pigs to the market annually. The project was expected to contribute to changing the socio -economic landscape of the locality; however, nearly 15 years have passed since the land was allocated, and the project remains deserted and abandoned.

According to the reporter's observations, on the vast plot of land spanning tens of hectares, the investor has only constructed a row of level 4 administrative buildings and some facilities serving the project such as: water tanks, restrooms, and an electrical system… Due to being abandoned for many years and lacking supervision, many items and structures have been damaged and deteriorated. Some residents in the Met village area have taken advantage of the abandoned land to cultivate crops … Frustrated by this situation, while local people still lack land for farming, voters in Met village have repeatedly petitioned the local government to take measures to address the issue or reclaim the land allocated to the project to avoid wasting land.

Ms. Bui Thi Huong, a resident of Met village, Ky Phu commune, said: "When the project started, local people were very enthusiastic about giving up their land and quickly relocating their houses, hoping that the project would contribute to the local economic development in a diversified and sustainable direction. However, after the groundbreaking ceremony, the project has been stalled ever since. We urgently request that if the investor has the capacity to implement the project as committed, they should start construction immediately. Otherwise, the government should reclaim the land, reassign it to another capable unit, or return the land to the people for cultivation and economic development, to avoid wasting resources," Ms. Huong suggested.

Mr. Bui Van Thuy, Chairman of the Ky Phu Commune People's Committee, also stated: During meetings with local voters, residents have repeatedly petitioned the authorities at all levels that if the investor no longer plans to implement the project, measures should be taken to address and resolve the issue promptly to avoid wasting land and create resources for society. However, the issue remains unresolved to this day.

"Regarding the reasons for the project's delay and abandonment for many years, the commune does not know because it is a provincial-level project. Therefore, the decision to terminate the project or reclaim the land must be made by the provincial level," Mr. Thuy added.

Request for revocation

It is known that in 2010, the Ninh Binh Provincial People's Committee allocated over 60 hectares of land to Khanh An Production and Trading Joint Stock Company (later renamed Northern Livestock Breeding Joint Stock Company) for lease to build a facility. This land consisted of agricultural land belonging to local households and a portion of forest land. The lease term was 49 years. After 14 years, the project has still not commenced construction and is plagued by numerous violations in the field of natural resources and the environment.

Specifically, in 2014, the project was singled out by the Ministry of Natural Resources and Environment in its inspection report because the company had not registered for land leveling, had not submitted periodic reports on water exploitation and use, and had not managed construction waste. At the same time, the Ninh Binh Provincial Department of Natural Resources and Environment had repeatedly instructed and urged the company to prepare documentation declaring the volume of excavated soil and rock, and to complete the application for approval of mineral exploitation rights fees according to regulations for the volume excavated before 2017, but the company has still not seriously complied.

Given the above situation, the Department of Natural Resources and Environment has requested the Ninh Binh Provincial People's Committee not to allow further adjustments to the project's implementation schedule, and at the same time, instructed the Department of Planning and Investment to terminate the project.

Speaking to the press, Mr. Bui Tuan Vuong, Head of the Department of Natural Resources and Environment of Nho Quan district, said that after 14 years since the land was allocated, the project's progress has been adjusted several times. The third adjustment: Completion of all items and stabilization of production by early 2016. The fourth adjustment: Extending the deadline to May 2019. To date, nearly five years have passed since the fourth extension, but the main components of the project have still not been implemented.

"Currently, the District People's Committee has submitted a document to the Provincial People's Committee requesting consideration of revoking this project in accordance with Article 48 of the Investment Law, and more importantly, to allocate the land to more promising investors and projects for socio-economic development of the district," Mr. Vuong added.
