Quang Nam: a chaotic university village "suspended" for 27 years
The project to build the Danang University Urban Area in Hoa Quy - Dien Ngoc (abbreviated as the Danang University Village Project), invested by Danang University, was approved by the Prime Minister in 1997 in Decision No. 1057/1997/QD-TTg dated December 9, 1997. The project has a total area of about 300 hectares, of which about 110 hectares belong to Hoa Quy ward, Ngu Hanh Son district, Danang city and about 190 hectares belong to Dien Ngoc ward (Dien Ban town, Quang Nam province). Due to many reasons, the project has been delayed for a long time, leading to a "suspended" planning situation, directly affecting the lives of people in the planning area. Da Nang is showing positive signs of site clearance and is expected to start construction at the end of 2024; while Quang Nam is still in disarray. According to the report, Quang Nam has only deployed about 1.02 hectares of resettlement area for households affected by the University Village perimeter road. However, the implementation has only stopped at compensation and resettlement for households whose land has been completely cleared; households affected by the perimeter road have not yet been compensated for damages and there is no plan to relocate. According to the reporter of Kinh te va Do thi newspaper, because the project has been "suspended" for too long, the urban technical infrastructure and socio-economic infrastructure in the area have not been invested in or upgraded. The urban landscape here is degraded and deserted, creating a gloomy feeling. Surveying in Quang Nam province, it is not difficult to see abandoned houses, overgrown grass, rusty iron and steel... Many old constructions are no longer in their original state. People use them to graze cows. “Hung” for 27 years, this area has received almost no investment in traffic and drainage systems. Dirt roads and ditches are degraded, causing difficulties in traveling and environmental pollution. The lives of the people here are very makeshift, with tree stumps having been cut down but the construction site has not been implemented; tilted concrete electric poles; water holes filled with garbage and stinking. A representative of the People's Committee of Dien Ngoc Ward said that since 1997, people in this area have not been able to exercise certain rights permitted by law such as establishing new households, dividing plots, donating, transferring, inheriting, changing land use purposes, and have not been granted permits to build or renovate houses. In recent times, illegal construction has occurred in the project and the authorities have repeatedly handled it and strengthened security and order. Currently, to implement the project, the cost of site clearance is quite large. At the same time, to gain support from the people, it is necessary to form a resettlement area to stabilize people's lives. Quang Nam also needs to study the plan to allocate funds to invest in building infrastructure for the resettlement area, in order to create conditions for project implementation. The project has been "suspended" for more than a quarter of a century, affecting hundreds of households in the area, causing them to be deprived of their legitimate rights. In particular, children of growing age are in dire need of a better living environment. Recently, Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet and his delegation visited the Da Nang University Urban Area project to inspect the current situation and listened to the Dien Ban town government's proposed solutions, preparing for a meeting with competent authorities to resolve the issue. According to the actual situation, the leaders of Dien Ban Town People's Committee plan 2 options to continue implementing the project: the first option is to allocate capital to clear the entire 170 hectares and build infrastructure; the second option is to deploy about 50 hectares, where conditions are more favorable for site clearance and investment.
