Waste must be addressed with accountability.

During the discussion at Group 3 (Thanh Hoa, Tay Ninh) on the morning of April 10th, National Assembly Deputy Bui Van Dung (Thanh Hoa) emphasized that, although significant progress has been made in practicing thrift and combating waste, wastefulness still persists in many areas. The core issue is clarifying individual responsibility, especially that of leaders, considering this a key solution to effectively prevent and address wastefulness; simultaneously, building a culture of thrift throughout society.

Emphasize the exemplary role of the staff.

Commenting on the Government 's report on the results of practicing thrift and combating waste in 2025, delegate Bui Van Dung assessed that, under the decisive leadership of the Government and the involvement of ministries, sectors, and localities, the work of thrift and combating waste has achieved many positive results.

Specifically, 99 draft laws and resolutions were submitted and passed; the total amount saved is estimated at over 72,227 billion VND – a significant figure in tightening financial discipline and improving the efficiency of state budget management. Public investment disbursement reached approximately 96.7% of the plan; more than 5,200 stalled and delayed projects were reviewed and processed, contributing to unlocking resources and promoting economic development. Public asset management also showed improvement with a very large total inventory value.

However, delegates frankly stated that wastefulness still persists in many areas and has not been thoroughly addressed. In some major localities such as Hanoi and Ho Chi Minh City, infrastructure projects are still behind schedule, with multiple capital adjustments, increasing investment costs by thousands of billions of dong. In many places, after the merger of administrative units, surplus office space has not been utilized effectively. In addition, wastefulness also occurs in budget spending, public procurement, labor time, and administrative procedures.

The delegates analyzed that these limitations stem from many causes, such as uneven awareness, inadequate policy mechanisms, and especially the fact that the responsibility of leaders in some places has not been fully exercised.

Based on that experience, delegates proposed that it is necessary to continue improving institutions, tightening financial discipline, and enhancing the efficiency of public investment; strengthening transparency and promoting the supervisory role of the people and society. In reality, many projects with violations, when reported by the public through the mass media, have been thoroughly investigated and dealt with by the authorities, receiving public approval and high praise.

Delegate Bui Van Dung also emphasized the need to strengthen propaganda and education efforts to build a culture of frugality throughout society; at the same time, ensuring uniformity from top to bottom and highlighting the exemplary role of officials. According to the delegate, the people have high expectations for this exemplary behavior, and implementation needs clear and specific guidance in documents to ensure feasibility.

Handling public assets and long-standing stalled projects.

Delegates believe there is ample basis to trust in the effectiveness of the solutions, given the legal framework and consistent guidance from the Party and the State. Specifically, the National Assembly has enacted Law No. 110/2025/QH15 dated December 10, 2025, on practicing thrift and combating waste, effective from July 1, 2026, creating an important legal basis for continuing to implement this work based on the achievements of many years.

In addition, the delegates cited Directive No. 27-CT/TW dated December 25, 2023, of the Politburo on strengthening the Party's leadership over the work of practicing thrift and combating waste, along with the consistent guiding principles of General Secretary To Lam in many important speeches.

Typically, in an article dated June 1, 2025, on practicing thrift and combating waste, the General Secretary continued to affirm that thrift and combating waste are two important pillars towards the prosperity of the country; at the same time, he suggested researching and launching an annual national thrift day to create a habit of valuing public assets and the people's efforts.

The delegate stated that, through the General Secretary's speeches at National Assembly sessions from 2024 to the present, especially at the Eighth Session of the 15th National Assembly (October 2024), the overarching viewpoint emphasized is: those responsible for wastefulness must be held accountable.

The delegates also cited the spirit of the 14th Party Congress documents, which affirmed the resolute requirement to prevent and combat corruption and waste, while emphasizing the task of streamlining the Party and State organizational apparatus to improve operational efficiency and reduce operating costs.

According to the delegates, these viewpoints have been consistently expressed by the Party and the State. At the ongoing First Session of the 16th National Assembly, in his opening remarks, the General Secretary continued to emphasize the need to strengthen supervision of the use of national resources, manage public assets, and enhance the accountability of state agencies in practicing thrift and combating waste. This is an important basis for directing and organizing implementation in the coming period.

Notably, General Secretary To Lam recently signed Resolution No. 04-NQ/TW dated April 1, 2026, of the Second Plenum of the 14th Central Committee of the Communist Party of Vietnam on continuing to strengthen the Party's leadership in the fight against corruption, waste, and negative phenomena in the new period. This resolution includes new and insightful directions, such as researching and developing a law on property registration, aiming to improve the institutional framework and enhance the effectiveness of asset control in society.

Delegates argued that the issue of asset management and control is a matter of concern for many countries around the world, including the management of citizens' assets. Based on this practical experience, it is necessary to resolutely build an honest nation based on three pillars: honest institutions, an honest public service, and an honest team of officials, party members, and civil servants.

Delegates expressed confidence in the guiding spirit of General Secretary and President To Lam, while also quoting the Prime Minister's speech, which emphasized the need to limit the construction of new headquarters and prioritize the efficient use of existing public assets. This is a matter of concern in the operation of the two-tiered local government model, as some areas lack infrastructure while others have an excess, requiring coordinated and decisive investment in the future.

In addition, the Prime Minister also requested the thorough handling of surplus public assets, preventing deterioration and waste; ensuring equipment to serve the operation of the apparatus, especially at the grassroots level. At the same time, the Government directed the implementation of thorough austerity measures in state budget spending, especially recurrent expenditures, with a goal of saving approximately 10%, building on the direction implemented in previous terms.

Delegates highly appreciated the government's proactive efforts in urging localities to handle public assets and long-standing stalled projects, considering this the right direction and one that needs to be strongly implemented.

Therefore, the delegates emphasized that practicing thrift and combating waste is not only the task of state agencies but also the responsibility of the entire society. Synchronized solutions are needed to spread this spirit to all levels, from students and citizens to officials, civil servants, and economic sectors.

Delegates also shared experiences from many countries showing that the spirit of saving is a core value in development. However, saving needs to be understood correctly, which is the rational and efficient use of resources. Legitimate expenditures that benefit the people, organizations, and socio-economic development should still be ensured, but must be accompanied by a sense of saving.

According to the delegates, the spirit of saving should become a habit, deeply ingrained in the daily behavior and conduct of each individual in society. With unified direction from the Central Committee and the National Assembly, along with a perfected legal framework and the determination of the Government, the delegates believe that the work of practicing thrift and combating waste will become increasingly effective, making an important contribution to the sustainable development of the country.
