On January 11th, the Quang Binh Provincial People's Committee announced that the emergency meeting between Quang Binh provincial leaders and relevant departments of Quang Binh University to resolve difficulties regarding unpaid salaries for lecturers and staff did not conclude until late evening on January 10th.
Quang Binh University is facing an extremely difficult situation.
At the meeting, the leaders of Quang Binh province shared their understanding of the current difficulties and obstacles faced by the university, especially the outstanding salaries owed to hundreds of lecturers and staff members, totaling approximately 7.5 billion VND. Quang Binh University is a public institution and is therefore responsible for generating revenue to cover its operations, including paying salaries to its employees.
For the time being, the leaders of the Quang Binh Provincial People's Committee have requested Quang Binh University to temporarily suspend the outstanding salary payments to lecturers and staff for the past nearly 8 months; at the same time, they have directed relevant departments to prepare an advance of approximately 2.5 billion VND from the 2024 teacher training budget to temporarily pay employees before the Lunar New Year of the Year of the Dragon.
In addition, the authorities are facilitating the school's implementation of 10 provincial-level scientific research projects this year to generate a certain amount of revenue. The school is reviewing its facilities for lease to serve community sports and arts activities, both to prevent deterioration and to create revenue.

Previously, on January 2nd, at a meeting of the Standing Committee of the Quang Binh Provincial Party Committee, attended by the Party Committee of the Provincial People's Committee, the Department of Education and Training, the Department of Finance, and Quang Binh University, the Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in researching and urgently finding solutions to support and resolve the current difficulties faced by Quang Binh University.
This includes ensuring financial resources to pay salaries and social insurance for staff, lecturers, and employees in accordance with legal regulations to stabilize the situation and help staff, lecturers, and employees feel secure in their work. At the same time, solutions are needed to support Quang Binh University in achieving its annual enrollment targets.
The Standing Committee of the Provincial Party Committee also requested that Quang Binh University promote a dynamic and creative spirit in carrying out its tasks of training, fostering, and researching scientific topics to generate revenue to ensure its operations. The Board of Directors needs to urgently review, develop, and finalize a plan to reorganize the staff and lecturers in a streamlined and efficient manner, gradually implementing the roadmap for financial autonomy as prescribed.
In order for Quang Binh University to develop, the Board of Directors has been instructed to urgently carry out many tasks.
As Thanh Nien newspaper reported, according to feedback from many lecturers at Quang Binh University, they are owed several months' worth of salaries, which is significantly affecting their lives.
Specifically, 136 officials and employees of Quang Binh University have not received their salaries for between 2 and 7.5 months. According to the leadership of Quang Binh University, the underlying reason for the salary arrears stems from the student recruitment process.
The current large number of lecturers and staff was recruited by the school when it still had a large student body (at one point, 10,000 students). However, now the school only has just over 1,000 students, more than half of whom are teacher training students… resulting in a decrease in revenue.
