Attending the ceremony were Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Delegation of National Assembly Deputies; and members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; and Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of the province.
Also attending were Comrade Nguyen Anh Tuan - Standing Deputy Secretary of the Hoc Mon District Party Committee, Ho Chi Minh City, and the delegation; and representatives of the Nguyen Huy clan.

Comrade Nguyen Thi Minh Khai, whose real name was Nguyen Thi Vinh, was born on September 30, 1910. With the enthusiasm of youth, at the age of 16, Nguyen Thi Minh Khai overcame all obstacles of feudal customs and resolutely embarked on the arduous path of revolution.
From 1926 to 1929, Comrade Nguyen Thi Minh Khai participated in patriotic and revolutionary organizations such as the Tan Viet Revolutionary Party and the Indochinese Communist Party. She became a member of the Communist Party of Vietnam, in charge of propaganda and training party members, and made important contributions to the Nghe Tinh Soviet movement.
In 1935, he was selected as part of the official delegation to the Seventh Congress of the Communist International in Moscow. After the Congress, he was recommended to study at the Soviet Union's University of the East.

In 1937, Nguyen Thi Minh Khai returned to Vietnam and was assigned to work at the Southern Regional Party Committee. She was then appointed by the Central Party Committee to the position of Secretary of the Saigon-Chợ Lớn City Party Committee. In July 1940, while preparing for an armed uprising with the Southern Regional Party Committee, Nguyen Thi Minh Khai fell into the hands of the enemy.
In the early morning of August 26, 1941, the French colonialists took Comrade Nguyen Thi Minh Khai to be executed by firing squad at Gieng Nuoc Hospital, now Hoc Mon District Hospital, Ho Chi Minh City.

Facing the enemy's guns, Comrade Nguyen Thi Minh Khai refused to be blindfolded and boldly shouted the slogan: "Long live the Indochinese Communist Party! Long live the success of the Indochinese Revolution!"

The noble ideals, unwavering loyalty, and pure, simple morality of Comrade Nguyen Thi Minh Khai will live on forever with her homeland of Nghe An, and with the people of Saigon - Gia Dinh (now Ho Chi Minh City) - where she dedicated herself and fought until her last breath.
