Vice Chairman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy requested directors of departments, agencies, and chairmen of district and Thu Duc City People's Committees to urgently direct agencies and units to focus on implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation, giai đoạn 2022 - 2025, vision to 2030 (Project 06).
This includes accelerating the digitization of records and the results of administrative procedures. The goal is to achieve targets regarding the percentage of digitized records and results of administrative procedures; the percentage of electronically issued results of administrative procedures; and the percentage of digital information and data used and reused... thereby promoting digital transformation and improving the quality of service for citizens and businesses.
The Department of Information and Communications is responsible for urgently completing the update of Ho Chi Minh City's e-government architecture according to the e- Government 3.0 framework; putting into operation the Ho Chi Minh City e-government coordination and operation portal; building and deploying the Ho Chi Minh City Smart Operations Center; and, in particular, advising the Ho Chi Minh City People's Committee to issue a list of administrative procedures that do not provide paper results.
In addition, the Department of Information and Communications will digitize and reuse the digitized results of administrative procedures. It will also be responsible for reviewing, standardizing, and digitizing application forms and declarations, aiming to reduce the required information by at least 20% by reusing digitized data.
The Department of Planning and Investment is tasked with coordinating with the Government Office , the Ministry of Planning and Investment, and relevant units to integrate, connect, and share business data between the National Database on Business Registration and the National Public Service Portal, and the Ho Chi Minh City administrative procedure resolution information system.
Meanwhile, the Ho Chi Minh City Digital Transformation Center is urgently deploying and operating a unified mobile application for Ho Chi Minh City (the City's Digital Citizen App). At the same time, it is perfecting and upgrading the information system for handling administrative procedures in Ho Chi Minh City, improving the quality of public services for citizens.
The Department of Justice, in coordination with relevant units, is urgently implementing the issuance of personal identification documents for special population groups, prioritizing children and teenagers. In cases where citizen information cannot be verified or identified, a list should be compiled outlining solutions for each specific case, and guidance should be sought from the Ho Chi Minh City People's Committee.
