Establish a Steering Committee to address difficulties and obstacles in outstanding projects.

(Chinhphu.vn) - Prime Minister Pham Minh Chinh signed Decision No. 751/QD-TTg dated April 11, 2025, establishing the Steering Committee for resolving difficulties and obstacles in outstanding projects (Steering Committee).

The Prime Minister has established a Steering Committee to address difficulties and obstacles in outstanding projects.

According to the Decision, the Head of the Steering Committee is the Standing Deputy Prime Minister Nguyen Hoa Binh .

The Deputy Head of the Steering Committee is Minister of Finance Nguyen Van Thang.

The members of the Steering Committee include: Minister of Justice Nguyen Hai Ninh; Minister of Agriculture and Environment Do Duc Duy; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Tran Hong Minh; Minister of Health Dao Hong Lan; Governor of the State Bank of Vietnam Nguyen Thi Hong; Judge of the Supreme People's Court Nguyen Van Dung; Deputy Minister of Public Security Pham The Tung; Deputy Minister of Finance Do Thanh Trung; Deputy Minister of Construction Nguyen Van Sinh; Deputy Head of the Government Office Pham Manh Cuong; Deputy Inspector General of the Government Duong Quoc Huy; Deputy Chief Prosecutor of the Supreme People's Procuracy Nguyen Quang Dung; and Deputy Auditor General Tran Minh Khuong.

The decision states that the Head of the Steering Committee may invite additional leaders from several ministries, sectors, and agencies to participate as members of the Steering Committee, or request leaders of central and local ministries and agencies to implement, report on necessary issues, and attend meetings.

Functions of the Steering Committee

The Steering Committee is responsible for assisting the Prime Minister in researching, advising, recommending, and proposing directions and solutions to address important, inter-sectoral issues to resolve difficulties and obstacles related to stalled projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, and other capital sources (if any).

Assisting the Prime Minister in directing and coordinating among ministries, ministerial-level agencies, government agencies, and relevant organizations in resolving important, inter-sectoral issues to overcome difficulties and obstacles related to stalled projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, and other capital sources (if any).

Duties and powers of the Steering Committee

The Steering Committee is tasked with researching and proposing to the Prime Minister directions, tasks, and solutions to address important, inter-sectoral issues to resolve difficulties and obstacles related to stalled projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, and other capital sources (if any).

Simultaneously, it assists the Prime Minister in directing, inspecting, coordinating, and urging relevant ministries, agencies, and localities to carry out the following tasks: reviewing, clarifying, and summarizing difficulties and obstacles related to projects under assigned state management, identifying the causes of difficulties and obstacles, and proposing solutions; directing ministries and agencies to provide guidance and resolve issues within their authority; summarizing difficulties and obstacles related to projects according to specific groups of issues, determining the authority of relevant levels to handle them, and reporting to the Prime Minister for consideration or permission to submit to the Government for the issuance of a Resolution to guide ministries, agencies, and localities in resolving each specific group of issues within the authority of the Government, the Prime Minister, central ministries and agencies, and localities; and advising the Prime Minister to report to competent authorities on groups of issues exceeding their authority.

The Steering Committee directs, supervises, inspects, and compiles the resolution of difficulties and obstacles related to projects under the authority of ministries, central agencies, and localities; reports to the Prime Minister on newly arising issues (if any); considers and directs the amendment and supplementation of relevant mechanisms, policies, and laws under the authority of the Government, the Prime Minister, ministries, sectors, and localities; reports to competent authorities on issues exceeding their authority; and performs other related tasks as assigned and directed by the Prime Minister.

Organization and operation of the Steering Committee

The members of the Steering Committee work on a part-time basis, emphasizing individual responsibility and adhering to the Regulations on the Organization and Operation of the Steering Committee.

The Ministry of Finance is the permanent agency of the Steering Committee, responsible for ensuring the operational conditions of the Steering Committee, using its own apparatus to perform tasks assisting the Steering Committee as directed by the Head of the Steering Committee, ensuring that there is no increase in organizational structure or personnel.

The Steering Committee establishes a Support Team to advise and assist the Steering Committee in carrying out its assigned functions, duties, and powers. The head of the Support Team is a leader from the Ministry of Finance; the members of the Support Team are departmental-level leaders from ministries, agencies, and sectors that are members of the Steering Committee. Members of the Steering Committee consider and decide on mobilizing personnel under their management to form their own Support Teams to perform their assigned functions and duties.
