At the "Building Digital Trust" seminar, organized by the National Cybersecurity Association on July 28th in Hanoi , experts stated that influencers (also known as KOLs/KOCs) on social media are gradually becoming "leaders" in the new media trend. They play a role in shaping thinking, disseminating information, and inspiring millions of people, especially young people.
From their role as product promoters, KOLs have transformed into influencers of aesthetics, lifestyle, consumer views, and even social issues such as the environment, gender equality, and education .
However, with greater influence comes greater responsibility. In reality, many KOLs have exploited their influence to spread misinformation, promote harmful or false content, or advertise substandard products. Especially in the digital environment, an unverified statement or inappropriate content can have a significant negative impact on the community and society.
In many countries, KOLs are no longer simply marketing tools but have become symbols of "soft power" with significant influence in society. Therefore, according to a representative from A05 ( Ministry of Public Security ), the role of KOLs is inseparable from their responsibilities.
On the one hand, KOLs need to be given the opportunity to exert their positive influence to promote the national economy, culture, and media. On the other hand, appropriate management mechanisms are also needed to guide behavior, enhance social responsibility, and prevent negative consequences caused by misleading content.
Many governments have begun developing legal and policy frameworks to encourage information transparency, standardize promotional content, and strengthen the management of KOLs in order to balance economic development and community protection.
Practical initiatives to support KOLs and KOCs in developing their talents, creating quality content, and avoiding legal risks, while nascent, have not yet spread widely enough to become a foundation for the healthy development of the KOL and KOC community in Vietnam.
To further enhance the significant role of KOLs in digital transformation, the Cyber Security and High-Tech Crime Prevention Department has collaborated closely with the National Cyber Security Association to launch three key initiatives, which will be presented at the first National KOL Conference in August 2025.
The conference will serve as a forum for the Vietnamese KOL community, connecting managers, businesses, technology platforms, and prominent KOLs to discuss solutions for sustainable and responsible development.
At the conference, the organizers will also establish the Vietnam KOL Alliance, bringing together reputable KOLs with positive social influence to promote public opinion, combat misinformation, disseminate digital safety skills, and implement community projects.
In addition, the event will launch a series of action programs aimed at promoting the responsible influence of KOLs through community rules and standards, emphasizing transparency and voluntary self-regulation by KOLs themselves.

Lieutenant Colonel Nguyen Tien Cuong - Head of the Department of Network Information Monitoring and Prevention of Activities Using Cyberspace to Infringe on National Security (Department A05, Ministry of Public Security) shared: “Cyberspace is not just a tool but has become an inseparable part of modern life. Influencers, with their powerful reach, need to become a pioneering force accompanying the State in maintaining social order and safety in the digital environment. As a specialized force protecting cybersecurity, safeguarding national sovereignty in cyberspace, and building a safe and healthy cyberspace to serve the protection and development of the country, we are ready to cooperate with organizations, businesses, and the KOL community to promote practical initiatives that enhance the role and positive contributions of KOLs to the nation's progress.”
With the expectation of becoming an "open roundtable" between KOLs, regulatory agencies, digital platform businesses, and the community, the Conference promises to promote a wave of responsible influence, contributing to shaping a civilized, safe, and sustainable digital Vietnam.
