For many years, the family of Ms. Nguyen Thi Thuy, in Hamlet 1, Lien Son Commune, has been facing a shortage of clean water for daily use. To have water for their family of three, Ms. Thuy's family has had to buy two water tanks and build a reservoir with a total volume of 23 m³ to store rainwater and water from the Khe Hong stream in Son Luong Commune.

However, the accumulated water supply is still insufficient because during the planting season, people in Khe Lo village, Son Luong commune, draw water for their fields, leading to constant water shortages, especially from January to April each year.
Facing the same water shortage, the family of Ms. Ngo Thi Xuyen, in Hamlet 1, Lien Son Commune, also invested nearly 60 million VND to drill four wells several tens of meters deep, hoping to soon have clean water for use, but without success.
To have water for daily use, Mrs. Xuyen's family collects rainwater, even buys well water from neighbors, and purchases clean water from suppliers in the commune.


According to statistics, in Lien Son commune, 1,384 out of 3,227 households have access to clean water, reaching a rate of 42.8%. The lack of clean water for daily use not only affects the health of the people but also hinders the relevant criteria in implementing the national target program for building new rural areas in the locality.
Mr. Pham Tuan Tai, Vice Chairman of the People's Committee of Lien Son commune, Lao Cai province, stated: The low percentage of people in the commune using clean water will be a challenge for the locality in implementing the new rural development program as scheduled to be completed by 2028.
To ensure access to clean water for daily use without affecting health, in addition to purchasing various water containers and building reservoirs, the people in the commune also requested that the province and relevant agencies pay attention to investing in and implementing a clean water supply project.

From March 2026, the project to upgrade and renovate the centralized clean water supply system associated with sustainable agricultural development in Lien Son Farm Town (formerly), now Lien Son Commune, using the Mekong-Lancang Cooperation Special Fund, will be implemented in Gia Hoi and Lien Son Communes.
According to the plan, the project, completed in September 2026, will provide a stable supply of clean water to 785 households with approximately 3,120 people in the central area of Lien Son commune, as well as production and business establishments, public facilities, and support sustainable agricultural development. At the same time, it will contribute to environmental protection, improve the quality of life, and achieve targets for the percentage of people using safe water.


According to the investment decision, the project includes the construction of a head dam, a pressure-reducing tank combined with a sand settling tank and a Lamen settling tank; the construction of a pressure filtration system, a management building and a power supply line for the management building; the construction of a storage tank system, pressure-reducing tanks and auxiliary works; and the construction of an HDPE plastic water supply pipeline with a total length of over 27,000 m.
However, the main water intake dam, located in the surface water channel of Cai stream in Toc Cai village, Gia Hoi commune, has not received the consent of the local people. The reason is that taking water for domestic use will reduce the irrigation water source for approximately 5.2 hectares of rice fields in the downstream area. This is the water source that has long been used for agricultural production by the local people.


In addition, some locations within the water pipeline route from the source to the treatment plant in Gia Hoi commune and the water supply pipeline system to households in Lien Son commune have not yet had their land handed over, affecting the project's construction progress. To date, the project has only achieved 20% of its planned progress, falling behind schedule.
In response to the residents of Toc Cai village, Gia Hoi commune, not agreeing to the exploitation of water from Cai stream and requesting the construction of a water supply system for households, the project investor, the Investment and Construction Project Management Board No. 1 of Lao Cai province, coordinated with the authorities of Lien Son and Gia Hoi communes to educate and persuade the people to understand that exploiting the water source would not affect agricultural production. They also developed a plan to support the people with compensation for affected trees and crops according to the provincial People's Committee's compensation rates, using socialized capital.
Regarding the construction of a water supply system for households in Toc Cai village, the Lao Cai No. 1 Investment and Construction Project Management Board recommends that the Party Committee and People's Committee of Gia Hoi commune report to the Provincial People's Committee to consider allocating funds from other sources, because the project was allocated over 9.5 billion VND, which is only sufficient to invest in the approved items and not enough to expand the construction scale.




Clean water is not only a basic necessity but also a crucial criterion in improving the quality of life for the people. The centralized water supply project in Lien Son carries the hopes of hundreds of households. However, for the project to be completed and become effective, the consensus of the people and the decisive involvement of the government and the investor are essential in resolving current difficulties and obstacles.
