2023 High School Graduation Exam Revealed

The three prosecuted subjects include: Vu Trung Hieu (born 2005, residing in Hop Giang ward, Cao Bang city); Hoang Thi Thu Trang (born 2003, residing in Trung Khanh district, Cao Bang province) and Hoang Ngoc Tuan (born 2002, residing in Phu Tho town, Phu Tho province).

Currently, Tuan is being detained, while Hieu and Trang are being banned from leaving their place of residence.

According to investigation documents, on June 28, at examination room 0176, Cao Bang City High School Examination Council in the 2023 high school graduation exam, candidate Vu Trung Hieu used his mobile phone to take a photo of the Literature exam 15 minutes after the exam was distributed and sent it to Hoang Thi Thu Trang via Facebook Messenger to ask Trang to help him solve it.

At that time, Hoang Ngoc Tuan (Trang's boyfriend) logged into Trang's Facebook account, saw the image of the exam, saved it and posted it on Tuan's personal Facebook page. The exam was then spread online.

Trang solved and sent Hieu the answers to some questions in the exam, but because the exam supervisor was strict, Hieu could not open his phone to see the answers.

According to Clause 1, Article 1 of Decision No. 531/QD-TTG dated May 19, 2023 of the Prime Minister , the high school graduation exam questions that have not been made public are in the list of State secret documents, with the level of "Top Secret", the State secret protection period only ends when the test time ends for multiple-choice subjects and 2/3 of the test time for essay subjects.

Although the actions of Vu Trung Hieu, Hoang Thi Thu Trang, and Hoang Ngoc Tuan did not affect the overall results of the 2023 high school graduation exam, they seriously violated the provisions of the law on protecting state secrets in the field of education and training, causing negative public opinion in society about the seriousness and fairness of the exam.

After reporting unanimously among the prosecution agencies, the Provincial Police Security Investigation Agency decided to initiate a case and prosecute the accused to conduct an investigation according to the provisions of law.
