Land ownership certificates ("red books") were handed over to two households.
On the morning of August 29th, the Vinh Hung Ward Public Administrative Service Center was filled with a joyful atmosphere, excitement, and overwhelming emotion from residents who received their first land use right certificates from the ward government.
Two families received land ownership certificates from the leaders of Vinh Hung ward: the family of Mr. Tran Quang and Mrs. Chu Thi Tan, and the family of Mr. Le Van Manh and Mrs. Ngo Thi Thoa.
Ms. Chu Thi Tan happily stated: "I started applying for a land ownership certificate for this plot of land in 2002, but due to changes in the Land Law regulations, I couldn't get it done. Now that I have the land use certificate in my hands, I am extremely happy and excited, especially impressed that the Party Secretary of the ward kept his promise to issue the land ownership certificate to our family in August."
It is known that in order to issue a land ownership certificate ("red book") to Ms. Chu Thi Tan's family, officials and civil servants of Vinh Hung ward had to work very hard to verify the origin of the land and assets attached to it... For example, in researching and drafting a report on land-related violations, the ward had to consult dozens of legal sources; then they had to explain to Mr. Quang and Ms. Tan's family the content of the violation penalty of 1.775 billion VND and the obligation to pay taxes to the state budget of 5.056 billion VND, only then could they ensure that all the elements and conditions were met to issue the "red book" in accordance with the law.
Previously, at the Vinh Hung ward conference on urban management dialogue between the government and the people (July 29, 2025), the Secretary of the Party Committee and Chairman of the People's Council of Vinh Hung ward, Nguyen Duc Dung, after listening, clearly stated: "Regarding the case of Mrs. Tan's family, after investigation, I, on behalf of the Party Committee and the government of Vinh Hung ward, promise to issue the land ownership certificate in August."

Sharing the same joy as Mrs. Tan, Mrs. Ngo Thi Thoa said that after 9 years of waiting, the former Hoang Mai district government and the current Vinh Hung ward government have both been very enthusiastic in supporting and creating conditions for her family to receive their land ownership certificate.
At the ceremony to present land use right certificates to the families of Mr. Tran Quang and Ms. Chu Thi Tan, and Mr. Le Van Manh and Ms. Ngo Thi Thoa, the Chairman of the People's Committee of Vinh Hung Ward, Pham Hai Binh, stated: “Immediately after implementing the two-tiered local government model, Vinh Hung Ward chose the most challenging issues to engage in dialogue with the people, including state management of land and urban order. After the dialogue, we understood that applications for initial land use right certificates faced many difficulties. Therefore, we assigned the ward's departments and units to review and compare the applications with current regulations and advise the ward leadership on solutions.”
The aforementioned cases represent the first two households to receive land use right certificates since Vinh Hung ward implemented the two-tiered local government model, demonstrating the high sense of responsibility of ward officials and civil servants in being close to the people, working alongside them to resolve pressing issues in the area.

Sharing the joy with the two families, the Party Secretary and Chairman of the People's Council of Vinh Hung Ward, Nguyen Duc Dung, affirmed: "These are two cases where people had been waiting anxiously for 9 and 23 years respectively to receive land certificates, and the ward has made efforts to resolve them within two months. We hope that all legitimate aspirations of the people, in accordance with the law, will be resolved."
Standing alongside the people
Along with promptly resolving administrative procedures and issuing land ownership certificates to the people, Vinh Hung ward has been implementing many practical actions to fulfill the Resolution of the First Congress, term 2025-2030 of the ward's Party Committee.
For example, in August, Vinh Hung ward commenced the construction of Thanh Tri Kindergarten on plot F3/NT2, fulfilling the long-awaited expectations of local residents. The ward also collaborated with the Hanoi Young Doctors Association to organize medical examinations and health consultations for nearly 500 war veterans and elderly people aged 80 and above.
In the management of urban order, public order, and environmental sanitation, Vinh Hung ward is implementing comprehensive and decisive measures with specific solutions, initially focusing on 7 key streets, addressing 6 groups of violations, and carrying out the work in three phases from the beginning of August to the end of 2025…

Providing further information on the achievements from July 1, 2025 to the present, the Chairman of the People's Committee of Vinh Hung Ward, Pham Hai Binh, said that after two months of operating the two-tiered local government, in addition to the cases of initial land use right certificates mentioned above, the ward has issued business licenses to nearly 300 households registering businesses in the area, and granted construction permits to 22 cases...
Nguyen Duc Dung, Secretary of the Party Committee and Chairman of the People's Council of Vinh Hung Ward, affirmed that with the unity and high determination of officials and civil servants, along with the new mechanisms of the local government at both levels, the people will certainly feel the significant positive changes.

The proactive and determined approach of the Party Committee and the government of Vinh Hung ward in closely monitoring the local area, focusing on the grassroots, and implementing practical tasks to improve people's lives shows that the ward is taking steady steps in building and developing a prosperous and sustainable ward.
In particular, the "August promise" of the Party Secretary and Chairman of the People's Council of Vinh Hung Ward, Nguyen Duc Dung, was fulfilled on schedule, not only bringing joy to the households but also igniting faith in the sense of responsibility and leadership of those who keep their promises, while affirming the superiority of the two-tiered local government model: close to the people, connected with the people, and all for the people.
