At the National Conference on studying, understanding, and implementing Resolution No. 10 of the Politburo on the development of the economy with foreign investment on June 30th, Chairman of the Hanoi People's Committee Vu Dai Thang presented the city's plan to attract investment in science and technology, research and development (R&D), innovation, and digital transformation.
In that context, Mr. Thang emphasized that the city will focus on developing high-quality human resources to create a foundation for attracting these investment flows.
The advantages of the capital city.
According to the Chairman of the Hanoi People's Committee, Resolution No. 10 was issued in the context of a strong shift in global foreign investment towards high-tech fields, research and development, innovation, digital transformation, green transformation, and strategic industries. Global corporations are also increasingly considering the quality of human resources, research capabilities, and the technology ecosystem as important criteria when choosing investment locations.
For Hanoi, the implementation of Resolution No. 10 is of particular importance as the capital city is a center for economy, education, training, science, technology, innovation, and digital transformation. The city recognizes that developing high-quality human resources not only serves Hanoi's development needs but also contributes to building a human resource and innovation foundation for the Capital Region and the entire country.

According to the Chairman of the Hanoi People's Committee, the city's advantages, in addition to its market size, geoeconomic location, and infrastructure system, lie in its ability to converge the elements of an innovation ecosystem, from human resource training, scientific research, technology testing to business development and commercialization of research results.
He stated that Hanoi has implemented many central government policies in recent times, including Resolution 57 of the Politburo, the Law on the Capital City, and the orientations in the Capital City Planning. The city has focused on perfecting mechanisms and policies, promoting digital transformation, improving the investment environment, developing urban infrastructure, supporting digital technology businesses, and gradually forming development spaces for science and technology, high-tech industries, and the digital economy.
The Chairman of the Hanoi People's Committee also cited the results of the Conference announcing the Master Plan for Hanoi Capital City with a 100-year vision and promoting investment in 2026, which took place on June 29th, stating that the participation and commitment of many domestic and foreign businesses such as Nvidia, Samsung, FPT, CMC and other partners show that Hanoi has the opportunity to become a destination for high-quality investment capital.
What are foreign investors interested in?
According to Mr. Thang, through discussions with investors, the city has found that businesses tend to be more interested in access to high-quality human resources, a research and development environment, the ability to connect with universities and research institutes, and the ability to implement new models.
Furthermore, investors are also concerned about the gap between training and the needs of businesses, especially FDI enterprises in the high-tech, research and development, and digital transformation sectors. While there have been improvements in the linkages between the government, universities, research institutes, and businesses, these have not yet become a regular and effective operational mechanism. The commercialization of research results, technology transfer, and the development of strong research groups have also not yet reached their full potential in the capital city.
To develop high-quality human resources, Hanoi will implement five key groups of solutions.
In this context, the city identifies the development of high-quality human resources as a core competitive advantage in attracting new-generation FDI; training human resources according to the needs of FDI enterprises and strategic technology sectors; developing a research, development, and innovation ecosystem based on an open network model, creating a foundation for attracting R&D centers and high-tech FDI projects; developing digital human resources to meet the requirements of digital transformation and the digital economy; and building Hanoi into a hub for talent, technology, and innovation in the region.
According to the Chairman of the Hanoi People's Committee, the city will continue to implement the mechanisms of the Capital City Law and the Capital City Planning to create new development spaces for higher education, scientific research, innovation, high technology, and the digital economy; develop a synchronous infrastructure system, high-quality education, health, and cultural services, and a safe, modern living environment with international connectivity.
