The Law on Teachers is 'already mature, it must be clear'.

Last month, the regulation on professional licenses was removed from the draft. This time, however, the proposal to waive tuition fees for the children of teachers is causing a stir on many forums.

The issues arising from practical experience have prompted the Government to submit a separate law on teachers to the National Assembly. Our nation has a tradition of valuing education, and the Party and State have always prioritized education . However, the teaching staff consists of over 1.6 million teachers from diverse types of schools and with very different conditions.

University lecturers, especially those at top-tier universities and those in major cities who participate in exam preparation and tutoring, earn a relatively high income compared to the general average.

But preschool teachers, especially those in remote areas, face very difficult living conditions.

Just one sentence in the Central Committee Resolution No. 4, 7th Congress, from January 1993: "Encourage talented people to pursue teaching careers" has proven difficult to implement.

When real incomes are low, working conditions are harsh, and there is a severe shortage of teachers, attracting talented individuals to become teachers is a major challenge.

Education is still plagued by numerous issues. Public outrage hasn't subsided over the teacher who "demanded" parents buy laptops for lesson preparation, and now there's a stir over a teacher's "intimate" relationship with a 10th-grade male student...

Previously, a teacher in Tuyen Quang was insulted and assaulted by a group of 7th-grade students right in the classroom, shocking public opinion. But even more outrageous was the nonchalance of some local leaders, who said it was nothing, and that the teacher "also has problems" which is why the students acted that way.

"Even a single word taught makes a teacher, even half a word makes a teacher," the Law on Teachers is generating much anticipation. The draft law must introduce new policies that create momentum to enhance the status, enthusiasm, competence, and sense of responsibility of teachers.

However, designing groundbreaking policies while simultaneously meeting the criteria of being "mature and clear" is not simple. Many draft provisions are difficult and conflicting with existing laws.

Preschool teachers work hard, and the current retirement age of 60 is clearly inappropriate. However, reducing their retirement age to 55 as proposed in the draft while maintaining the same pension level would conflict with the Social Insurance Law and the principle of "contribution equals benefit" of the fund.

While there is concern for housing for teachers, the eligibility criteria for teachers are already clearly defined in the Housing Law. Expanding these criteria now might create overlaps.

Similarly, the idea of ​​waiving tuition fees for the children of teachers is humane, but given the difficulties in securing resources and concerns about fairness, this regulation needs careful consideration...

At this 8th session, the National Assembly will pass many laws and resolutions in the spirit of innovation: only regulating matters within the National Assembly's authority, avoiding excessive detail and "legalizing" decrees and circulars that are the responsibility of the Government and ministries.

That arduous task would be difficult for the National Assembly to complete fully without the contributions of experts and voters nationwide. As National Assembly Chairman Tran Thanh Man emphasized.

Strong point: Lawmaking must ensure quality and build trust among the people.

With complex laws like the Law on Teachers, the constructive participation of citizens and public opinion even before the law is officially placed on the National Assembly's agenda is a positive sign, demonstrating the people's trust in the legislative body and also contributing to making the law more practical and having a longer lifespan as expected!
