To concretize Resolution No. 57 of the Politburo and the province's 2025 digital transformation plan, Khuon Lung commune has proactively strengthened its Steering Committee, along with a network of community digital transformation teams and technology response teams. These are the core forces directly supporting citizens and businesses in accessing online public services. Simultaneously, the commune has focused on investing in technical infrastructure, upgrading the internal network and equipment at the Public Administrative Service Center, perfectly meeting the requirements for digitizing documents and providing comprehensive public services.

To date, the local digital infrastructure has made significant progress: 4G/5G mobile network coverage extends throughout the commune, and nearly 70% of households own smartphones. Notably, the commune has effectively integrated information technology applications into the National Target Program for socio -economic development in ethnic minority areas.
Upon arriving at the Khuon Lung Commune Public Administrative Service Center, we observed a bustling yet efficient working atmosphere. The sound of keyboards replaced stacks of manual paperwork; the dedicated guidance of the staff helped citizens complete procedures in just a few minutes. The satisfaction of the people is clear evidence of a modern, effective, and people-oriented administrative system.
At the commune's Public Administrative Service Center for document authentication, Mr. Hoang Xuan Hung, from Pho village, Khuon Lung commune, was guided by commune officials to submit his documents through the online public service portal, helping him complete the procedure quickly. Mr. Hung shared: “Previously, every time I went to do paperwork, it took me a whole morning because I didn't know how to use online public services. Now, with the guidance of the officials, I know how to create an account, search, and submit documents online. I find that all procedures are now processed quickly, without the tiring waits or numerous documents like before. It's really convenient for people in our mountainous region.”
From paper records to the digital space
Comrade Lo Van Son, Chairman of the People's Committee of Khuon Lung commune, said: Currently, 100% of administrative procedures are received and processed online through the public service portal, with a timely processing rate of 99.57%. Management efficiency has also been improved as 100% of leaders and civil servants have been granted digital signatures and all issued documents are digitally signed.
The digital transformation process in the commune is being implemented vigorously and synchronously across all aspects of life. In the field of education, the application of electronic gradebooks and student records at schools has gradually replaced traditional management methods, ensuring transparency and facilitating information retrieval. Simultaneously, Zalo groups have become an effective two-way communication bridge, strengthening interaction between schools and parents.
Alongside advancements in education, the local health sector has also witnessed positive changes through the updating of electronic health records and vaccination management on the system. Guiding people to install the VssID application has helped make primary healthcare more modern, accurate, and accessible to each individual.
Beyond social sectors, the digital economy has also been identified as a key area, with proactive government support for businesses and cooperatives in applying traceability technologies and boosting trade on e-commerce platforms.
With a determination to bridge geographical distances through technology, Khuon Lung commune is striving to digitize administrative procedures, making it easier for people to access new policies and modern technological platforms right in their villages. These solid steps in digital transformation not only change management methods but also create a strong impetus to promote sustainable economic development, ensure social security, and improve the quality of life for ethnic minorities in the area.
