On June 9th, at the Party Central Committee headquarters, General Secretary and President To Lam chaired a working session with the Central Theoretical Council for the 2026-2031 term (hereinafter referred to as the Council) on the implementation of tasks in the coming period. Also present were: Politburo member and Standing Committee Secretary Tran Cam Tu ; Politburo members, Secretariat members, Central Committee members, leaders of Party committees and agencies; the Chairman, Vice-Chairmen, and members of the Council.
Be more proactive, be sharper.
At the meeting, the Council's report comprehensively reflected the results of the 2021-2026 term; the work implemented since the beginning of the 2026-2031 term; the difficulties and obstacles encountered; and recommendations for solutions. Many heartfelt, insightful, and frank opinions were expressed.
At the meeting, General Secretary and President To Lam stated that theoretical work holds a particularly important position in the revolutionary cause. "To lead and govern correctly, commensurate with the mission, the Party must have correct theory. To go far, we must have a long-term vision; to address new issues, we must have new thinking. To maintain strategic goals, we must continuously develop and innovate the Party's ideological foundation based on summarizing Vietnam's practical experience and selectively absorbing the intellectual essence of humanity," the General Secretary and President emphasized.

According to the General Secretary and President, in moments of pivotal transition, theory must lead the way. If theoretical thinking fails to keep pace with reality, we will be confused in defining our vision, choosing models, removing bottlenecks, and seizing opportunities. If theory lacks the power to guide us and the capacity for strategic forecasting, we will be passive in the face of major changes of the era. Therefore, theoretical work in the 2026-2031 period must be more proactive and incisive. It cannot simply follow behind to explain reality, but must go hand-in-hand with and lead in issues requiring forecasting, delve into core issues, and directly address new bottlenecks, obstacles, and contradictions in development, thereby providing timely and effective advice for the Party's policy decisions. The General Secretary and President acknowledged and commended the Council's important contributions during the 2021-2026 term, especially in summarizing 40 years of reform, drafting the documents for the 14th National Congress, and providing advice and reports to the Politburo and the Secretariat. He assessed that since the beginning of the 2026-2031 term, the Central Theoretical Council has reformed its operations and closely followed its political tasks. According to the General Secretary and President, the 14th National Congress has identified important strategic decisions, which are being actively implemented, with a determination to successfully achieve the two centenary goals.
To practically serve the leadership and guidance of the Central Committee, the Politburo, and the Secretariat, and to implement the contents of the Resolution of the 14th National Congress, the General Secretary and President requested the Council to conduct a deeper study on socialism, the model and the path to socialism in Vietnam under the changing conditions of the times, especially the building of socialist localities, the transitional period, and the new factors emerging in practice.
Unleash all private resources.
The General Secretary and President suggested: How can we maximize the power of the market economy, unleash all private resources, while still maintaining the socialist orientation and preventing extreme wealth inequality? How can we build a "development-oriented" institution in the digital space, protect "data sovereignty," and transform our nation into a technologically advanced, wealthy, and equitable country? We need to delve deeper into the new content of the socialist rule of law, socialist democracy, and the building of the new Vietnamese socialist person…
The Council needs to focus on researching new theoretical issues of the era and urgent national issues, especially the model of Vietnam's development in the new era; institutions for rapid and sustainable development; modern and constructive national governance… "The practice of development is giving rise to many new concepts, new models, and new approaches; if not rigorously and consistently interpreted, it will easily lead to different interpretations and applications, even reducing the persuasiveness of the guidelines and policies; this task contributes to building a precise, modern, easily understandable, and easily applicable theoretical language that preserves the Party's ideological identity and goals," the General Secretary and President pointed out.
The Council needs to focus on further research into the ethics of governance, the culture of governance, and the control of power under the conditions of our Party being the leading and ruling party. "To meet this requirement, we must strongly innovate the methods of organization, theoretical research methods, and practical summation; invest appropriately in the Party's theoretical work; and promote the application of digital technology, artificial intelligence, and big data to enhance analytical, forecasting, and advisory capabilities," the General Secretary and President emphasized.
The General Secretary and President suggested further in-depth study of the Party's theoretical work traditions; it is necessary to innovate the way practical experiences are summarized by selecting a number of localities, sectors, fields, and new models for long-term monitoring, considering them as "practical laboratories" for theoretical work, closely following the process of formation and operation, thereby discovering new factors, new problems, new contradictions, and new lessons. Theory must be nurtured from vibrant practice, tested in practice, and return to guide practical development.
