In each phase, the province has adopted flexible approaches, mobilizing maximum social resources to support housing improvements for poor, near-poor, and disadvantaged households. Specifically, in the period 2006-2010, the entire province supported 3,616 households with nearly 90.4 billion VND; in the period 2016-2018, it supported 1,311 households with over 65 billion VND; and in the period 2017-2020, it supported 370 poor, near-poor, and disabled households with over 22 billion VND. In 2023, it mobilized and organized the construction and repair of 441 houses for poor households. Notably, in 2024, the province completed support for 410 households affected by typhoon No. 3 with a total budget of over 24 billion VND. From the "For the Poor" Fund and other social mobilization resources of the Fatherland Front at all levels in the province, support has been provided to improve the quality of 146 houses with a total cost of over 11.402 billion VND for poor and near-poor households according to the multidimensional poverty standard applied in the province.
In 2025, continuing the implementation of the program to eliminate temporary and dilapidated housing as part of the emulation movement launched by the Prime Minister, Quang Ninh province has issued documents and plans for implementation, directing units, departments, and localities. The goal is to strive to eliminate 100% of newly arising temporary and dilapidated housing by the end of 2025 for poor and near-poor households and families of people with meritorious services to the revolution who are facing housing difficulties or whose houses are dilapidated and need repair or reconstruction in the province.
The Provincial People's Committee assigned local authorities the responsibility of reviewing and updating data, and implementing support for the elimination of temporary and dilapidated houses. The Standing Committee of the Provincial Fatherland Front Committee issued a plan directing Fatherland Front committees at all levels to closely coordinate with member organizations to disseminate information, mobilize social resources, and monitor implementation to ensure the achievement of the goals.
Typical house designs are tailored to local terrain and climate conditions, making it easier for families of war veterans, poor households, and near-poor households to choose.
With the coordinated efforts of all levels and sectors, local authorities, the collective contributions of the people, and the generosity of philanthropists, Quang Ninh has achieved its goal of eliminating 100% of temporary and dilapidated houses throughout the province. According to statistics, in addition to resources from the provincial budget, Quang Ninh has mobilized over 2.5 billion VND from social contributions and nearly 15 billion VND in matching funds from the people, demonstrating the strength of community solidarity in caring for social welfare.
Ms. Dinh Thi Dieu, from Zone 6, Hiep Hoa Ward, emotionally shared: “Before, every time it rained or stormed, I worried about leaks, drafts, and wet belongings. Now, with the new house, the walls are strong, the roof is secure, and the doors are sturdy. I no longer feel anxious like before, and my two children and I can live in peace. The program is very meaningful and deeply humane. These new roofs are not just shelters from the sun and rain, but also represent peace, encouragement, and a stepping stone for people to focus on labor and production, and to improve their lives.”
The successful completion of the goal of eliminating temporary and dilapidated houses not only affirms the political determination and scientific, systematic approach of Quang Ninh, but also demonstrates the strength of unity of the entire political system, the business community, and the people. These new, sturdy roofs help poor households settle down, stabilize their lives, improve their quality of life, and contribute effectively to achieving sustainable poverty reduction goals and ensuring social security in the area.
