With the tradition of "mutual love and support", wishing to bring a warm Spring to everyone and every family on the occasion of the Lunar New Year 2024, all levels, sectors and organizations in localities are making great efforts to ensure timely payment of salaries and Tet bonuses; at the same time, there are many more practical gifts to be given to policy families and people in difficult circumstances.
After a year of many fluctuations, shortage of orders, difficult production and business, and reduced profits, many businesses in Ho Chi Minh City still strive to take care of their employees, especially during the 2024 Lunar New Year. Due to the impact of the general situation of the world economy , the number of orders of Vinh Duong Embroidery Company Limited (Tan Phu District, Ho Chi Minh City) in 2023 decreased by about 30%. Although not desirable, the business had to choose the option of cutting labor to overcome difficulties. However, instead of choosing the option of reducing working hours, which would reduce the income of all employees, the business decided to support 3.5 months of salary for those who voluntarily quit their jobs, thereby creating opportunities for employees who want to find new jobs, while helping the business have better care conditions, ensuring income for those who stay.

After a year of many fluctuations, many businesses in Ho Chi Minh City still strive to take care of their employees, especially during the 2024 Lunar New Year.

Mr. Lieu Ngoc Son, Chairman of the Company's Trade Union, said that although orders have decreased, workers are still arranged to work overtime, with an average income of more than 7 million VND/month; the company has reduced operating costs, so there is a sum to give Tet bonuses to workers. The Trade Union proposed that the company organize a year-end party combined with a Labor Conference, giving Tet gifts worth 500,000 VND/person; and announce the Tet holiday schedule so that workers can enjoy the Spring Festival with their families. For Song Ngoc Garment Company Limited (Binh Tan District), the impacts of the world economy after COVID-19 have affected both revenue and income of workers. According to Mr. Tran Thanh Son, Chairman of the Company's Trade Union, the company has made efforts to find new markets to increase orders, arrange overtime again, create stable jobs, and take the best care of workers. On the occasion of the Year of the Dragon, the Company decided to increase the bonus by about 300,000 VND compared to 2023, an average of about 9 million VND/person; of which, the highest is 23 million VND/person and the lowest is 6.2 million VND/person. The Union proposed that the Company organize a year-end program combined with entertainment activities, lucky draws and giving away Tet gifts worth about 300,000 VND/person.

Recently, PouYuen Vietnam Co., Ltd. (Binh Tan District) - the enterprise with the largest number of employees in Ho Chi Minh City, announced to spend more than 633 billion VND to take care of Tet for employees, even though it had previously cut thousands of employees due to a lack of orders. According to Mr. Cu Phat Nghiep, Chairman of the Company's Trade Union, the Tet bonus is based on the salary according to the labor contract in December 2023, including basic salary and salary for heavy and hazardous work (if any), plus work allowances, professional allowances and special allowances (if any); the average bonus is 17 million VND/person, the highest is about 67 million VND, the lowest is more than 5 million VND. At the High-Tech Park, Thu Duc City, Nidec Vietnam Co., Ltd., in addition to the Tet bonus equivalent to 1.1 months' salary, also supports 18 trips to pick up and drop off over 500 employees and relatives to celebrate Tet in the Northern, Central and Western provinces. In particular, the Company supports 90 - 100% of the bus fare back home for long-term employees.
According to Mr. Le Van Thinh, Director of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, although production and business activities last year still faced many difficulties, businesses all made efforts to give Tet bonuses to employees, thereby not only increasing benefits and benefits but also encouraging employees to enjoy the Spring Festival, celebrate Tet and stay with the business for a long time. Through a survey of over 1,200 businesses, it was shown that more than 46% of businesses, in addition to Tet bonuses, also had many forms of care and practical support for employees such as giving gifts, vouchers, lucky money, organizing shuttle buses to go home or supporting money, giving bus tickets... The average Tet bonus in 2024 is more than 12.3 million VND/person (down from 2023); the average Tet holiday is from 8 to 9 days, in which many businesses combine to solve annual leave so that employees have enough time to go home to visit their families.

Review from the Ho Chi Minh City Labor Union at all levels shows that some businesses have faced prolonged difficulties or have poor labor relations due to unpaid wages, so this year they will not give Tet bonuses. In this situation, Mr. Pham Chi Tam, Vice President of the Ho Chi Minh City Labor Federation, said that he has implemented 9 key contents to take care of Tet for workers in difficult circumstances who cannot return home for Tet with a total amount of 192 billion VND; preparing reserve funds to ensure timely care for those who do not receive Tet bonuses or have unpaid wages to stabilize labor relations. “In particular, the program “Tet Sum Vay - Xuan Tri An” is expected to take care of 13,000 families of union members and workers in difficult circumstances; in which priority is given to workers whose working hours have been cut and who are unable to return home for Tet with 1 million VND/family including gifts and cash. Accompanying workers, this Tet, the Ho Chi Minh City Social Security Fund supports 1,000 gifts for workers in difficulty worth more than 1 billion VND; the Vietnam Fatherland Front Committee of the City, together with the Department of Labor - Invalids and Social Affairs, the City Youth Union organizes the program “Spring of Love” and gives thousands of gifts to children in difficult circumstances, children in youth and worker accommodation areas. The City Youth Union supports bus and train tickets, presents gifts to workers who have lost their jobs or are unable to return home for Tet; visits and presents gifts to soldiers and their families who are on duty in border and island areas.

In Hanoi , Chairman of the City Labor Federation Pham Quang Thanh said: "The Capital's Trade Unions at all levels are stepping up the implementation of solutions to participate in stabilizing labor relations and taking care of workers during the 2024 Lunar New Year." According to the assessment of Trade Unions at all levels, in 2023, the prices of some input goods will increase, especially the prices of consumer goods, food, and gasoline; the local shortage of labor resources will affect the production and business activities of enterprises as well as the jobs, lives and incomes of workers. With the spirit of striving to overcome difficulties, most businesses are still trying to ensure that the average salary in 2023 for workers is the same as in 2022. This is an important solution for workers to feel secure at work, businesses to operate stably, contributing to ensuring the lives of workers and ensuring social security. The average salary in 2023 in enterprises belonging to companies with shares and capital contributed by the State will increase by 0.72% compared to 2022; the remaining types of enterprises will be the same as in 2022... The representative of the Hanoi City Labor Confederation also said that on the occasion of the Lunar New Year 2024, the Vietnam General Confederation of Labor will deploy the program "Trade Union Tet Market 2024" through the e-commerce trading floor on a national scale to support union members and workers to buy goods with guaranteed quality and preferential prices.

In Bac Ninh, with the motto that all union members and workers have Tet, the Bac Ninh Provincial Labor Federation is actively implementing the program "Tet Sum Vay - Spring Sharing; Workers' Festival - Trade Union Tet Market 2024". The Bac Ninh Provincial Labor Federation plans to give 3,500 gifts to union members in difficult circumstances, those who have had work-related accidents, occupational diseases, or are affected by storms, floods, natural disasters, and epidemics; and give 10,000 bus tickets to union members working far from home (100 km or more) who want to return home for Tet. Along with that, the Provincial Labor Union will organize cultural and sports exchange activities, folk games, lucky draws, free services... for union members and workers. In particular, at the 2024 Trade Union Tet Market, the Provincial Labor Federation will distribute 3,000 0-VND shopping vouchers to union members in difficult circumstances, and plans to arrange 60-70 welfare and benefit booths related to goods and services serving the essential interests of union members and workers. In particular, the Provincial Labor Federation will deploy about 20 0-VND booths on the following items: clothing, food, essential goods, health check-ups and consultations, legal advice, telecommunications services, safe driving instructions, free oil changes and haircuts...; about 40 - 50 booths of goods, services, and products that can meet the regular consumption needs of a large number of workers... with preferential prices from 10 - 50%.
In order for families with meritorious services, people with meritorious services to the revolution, poor households, and social protection beneficiaries to have a warm Lunar New Year 2024, Vinh Phuc province has allocated 38.1 billion VND from the budget and mobilized resources to visit and give gifts to families with meritorious services, people with meritorious services, and poor households so that everyone and every family can have a full Spring. Every positive action, every sharing will contribute to helping the poor and those in difficult circumstances have a full and complete Tet. On this occasion, the Organizing Committee presented 30 Tet gifts at the program and visited and presented gifts to 3 disadvantaged families in Cu Kuin district. In addition, the Organizing Committee also organized "Zero-VND booths", creating conditions for 300 near-poor households, households in difficult circumstances, people infected with Agent Orange/dioxin, people with disabilities, single people... to buy banh chung, Tet jam, and necessities for free.

The provincial Red Cross Society at all levels strives to care for and support 25,000 poor people, people in difficult circumstances, and people in disadvantaged groups on the occasion of the Lunar New Year of Giap Thin 2024, with a total value of 10 - 12 billion VND, the minimum gift value is from 500,000 VND or more.
Previously, the Ministry of Labor, War Invalids and Social Affairs issued an official dispatch requesting the People's Committees of provinces and cities to do a good job of ensuring social security and social assistance, contributing to taking care of people's lives so that they can have a happy and warm spring on the occasion of the New Year and the Lunar New Year of Giap Thin in 2024. Accordingly, the Ministry of Labor, War Invalids and Social Affairs requested the People's Committees of provinces and cities to develop plans to visit, give gifts and provide social assistance to people with meritorious services to the revolution, policy beneficiaries, the poor, near-poor, people in difficult circumstances, and social protection beneficiaries on the occasion of the Lunar New Year of Giap Thin in 2024, ensuring the right beneficiaries, regimes, publicity, transparency, avoiding duplication, not taking advantage of or profiting from policies with the principle that all policy beneficiaries have gifts and receive gifts before Tet. Timely pay pensions and allowances to policy beneficiaries and social protection beneficiaries in accordance with regulations. Focus on reviewing and understanding the living conditions of policy beneficiaries (people with meritorious services, the poor, the elderly, the disabled, children in special circumstances, people in remote areas, etc.) to provide timely care and support during Tet.
Review and summarize the number of households and people at risk of hunger during the Lunar New Year of Giap Thin and the first crop year of 2024; proactively mobilize resources, including local budgets and mobilize other legal social resources to provide timely support to the subjects. Localities regularly monitor and grasp the labor situation in industrial parks, export processing zones, and economic zones, creating favorable conditions for workers to take Tet holidays and return to work after Tet. Monitor and grasp the situation to ensure that workers are fully paid their salaries and bonuses (if any) and arranged Tet holidays according to regulations, paying special attention to supporting workers who have suffered a sharp decrease in income, lost or underemployed jobs. Strengthen self-inspection and implement measures to ensure occupational safety and hygiene, and prevent fires and explosions at production and business establishments. Implement solutions to maintain the human resource supply chain, promptly meeting labor needs for businesses before and after Tet. Strengthening the protection and care of children, especially children in special circumstances, children in ethnic minority and mountainous areas; organizing healthy, safe and child-saving recreational activities; protecting children from toxic products, toys and social evils.
