Digital transformation is not just about applying technology, but also about changing mindsets, leadership methods, management, and serving the people. Resolution No. 57 emphasizes the need to accelerate comprehensive digital transformation in all fields, creating a foundation for rapid and sustainable development, contributing to building a digital government, digital economy , digital society, and digital citizens.
For the Vietnam Fatherland Front system, digital transformation is an essential requirement in innovating the content and methods of operation and deeply integrating into the digital revolution with the following contents: improving management and operational capacity, ensuring cybersecurity for the Vietnam Fatherland Front; enhancing the digital application skills of officials in the Vietnam Fatherland Front system; promoting and creating social consensus in national digital transformation activities.
Regularly record and promptly report on aspects of digital transformation from all levels of government, citizens, and businesses; promote emulation movements and actively respond to the "Digital Literacy Campaign" on a wide scale, spreading the digital transformation process into all sectors of society; act synchronously with all levels of government and unleash the potential, creativity, and strength of the entire population in the national digital transformation effort.
The focus of this set of solutions is to complete the synchronized information technology (IT) infrastructure from the provincial level to the grassroots, promoting the development of shared platforms and interconnecting information systems between state agencies. In line with Resolution No. 57 of the Politburo and Action Program No. 01 of the Central Committee of the Vietnam Fatherland Front on breakthroughs in science, technology, innovation, and national digital transformation, the Vietnam Fatherland Front Committee of the province has identified a group of solutions for synchronized digital transformation within the provincial Fatherland Front system in the current period:
Firstly, digitalization and the gradual application of artificial intelligence to the information and propaganda work of the Vietnam Fatherland Front at all levels should be linked to the innovation of content and methods of propaganda and mobilization. The application of IT, AI, and digital data will enhance the effectiveness of the Front's activities, encourage the formation of digital citizens, and build a safe digital society.
Developing a digital culture, preserving national identity, implementing online codes of conduct, and minimizing the negative impacts of digital technology. Raising awareness, developing science , technology, and innovation, implementing digital transformation in the political system, among citizens and businesses, creating confidence and a new momentum in society.
Secondly, implement an automated document management channel throughout the entire Vietnam Fatherland Front system. Pay attention to and focus on developing skills by providing comprehensive IT training courses to enhance digital skills for officials and civil servants. Apply online work management and communication systems to improve work efficiency and information sharing.
Creating an environment that fosters creativity among staff, encouraging the use of technology to solve problems and propose initiatives. Transforming thinking digitally, seizing opportunities and challenges in the digital world. Organizing documents to move towards 100% digitization of the Vietnam Fatherland Front's database. Ensuring that 100% of Vietnam Fatherland Front staff have sufficient knowledge and skills to handle work files in an online environment.
Thirdly, deploy digital infrastructure, digital platforms, and common communication channels between the Front and its member organizations, linked to the development of a shared database system. Coordinate the inspection and upgrading of the network system, and invest in equipment to ensure processing speed and security in accordance with the province-wide digital transformation standards.
Ensure that the network connectivity of the Vietnam Fatherland Front at all levels is controlled and operates effectively. Promote the application and development of digital technology, improve digital infrastructure, and foster the building of a digital government and a digital society. Develop and share digital platforms, ensuring unified and interconnected operation of various sectors and fields in the digital environment.
Fourth, implement communication channels between the Fatherland Front and all strata of the people, linked to monitoring, critical feedback, and participation in policy making. Develop and utilize software for managing and monitoring social monitoring and critical feedback, and handling complaints and denunciations within the Fatherland Front system and political and social organizations at the provincial and commune levels.
Improve the functionality and enhance the security of the Vietnam Fatherland Front Committee's electronic portals in the province. Add operational modules and functions for collecting, processing, and managing information. Develop a software solution for two-way information exchange between citizens and the Fatherland Front at all levels, ensuring timely and complete information provision for citizens to exercise democracy, while also receiving opinions and suggestions from citizens to propose to Party committees and authorities at all levels.
Fifth, implement channels for gathering public opinion, predicting public sentiment trends, and assessing public satisfaction through the use of artificial intelligence. Use AI to process requests from citizens, provide 24/7 support, reduce the volume of calls and emails, and increase efficiency by providing accurate information on the government website. AI analyzes data quickly, providing valuable information to enable Front Committee officials to interact better with the people, fulfilling the function of bridging the gap between the Party and the people through the Fatherland Front system.
Implementing Resolution No. 57 of the Politburo within the Vietnam Fatherland Front system in Quang Tri province will face many difficulties, thus requiring consistent and decisive guidance. Developing science, technology, innovation, and national digital transformation to build the country in the new era requires the attention and support of the people and businesses. Everyone should actively participate in the "digital learning" movement to become "digital citizens," contributing to achieving the goals set forth in the resolution.
