Currently, localities in Central Vietnam are stepping up a campaign to decisively address the issue of "three-no" fishing vessels (no registration, no inspection, and no license), in order to meet the requirements of the European Commission (EC) in the fight against illegal, unreported, and unregulated (IUU) fishing and to lift the "yellow card" for Vietnam's fisheries sector.

This is not only an urgent task for provinces and cities with developed fisheries sectors, but also an important goal for protecting marine resources and moving towards sustainable development of the domestic fisheries industry.

In Da Nang , local authorities in coastal areas such as Son Tra district are actively implementing measures to prevent and thoroughly address "three-no" fishing vessels (no permits, no licenses, no permits, no licenses, no permits, no permits, no permits, no permits, no permits, no permits, no permits, no permits, no permits) to minimize the risk of IUU violations. According to statistics, in the first phase, out of 166 "three-no" fishing vessels, the locality issued registration and fishing licenses to 107 vessels, while the remaining 59 vessels did not meet the licensing requirements. In the second phase, out of 259 fishing vessels, 258 were granted licenses, and one vessel was sold and moved out of the area.

According to Mr. Huynh Van Hung, Vice Chairman of the Son Tra District People's Committee, the district has coordinated with the Fisheries Sub-Department to support fishermen in resolving difficulties in registration procedures and encouraged them to comply with regulations on fisheries licenses. For vessels lacking three essential documents (no registration, no inspection, and no certification), and where no other solution is available, the district will consult with relevant units and localities to devise thorough measures to eliminate these vessels. In addition, other local authorities in Da Nang are also focusing on reviewing and monitoring fishing vessels lacking three essential documents, especially those under 6 meters and between 6 and 12 meters in length, to ensure fishermen complete the registration and inspection procedures as required.

In Quang Nam province, which has a large number of fishing vessels with over 2,800, including 1,793 vessels 6-12m long operating in coastal areas, 419 vessels 12-15m long operating in offshore areas, and 618 vessels 15m or longer operating in deep-sea areas, the locality is also stepping up efforts to address the issue of "three-no" fishing vessels (referring to vessels lacking proper documentation and permits). According to a representative of the Nui Thanh District People's Committee, to resolve this situation, relevant agencies have directly visited the grassroots level, coordinating with related agencies, units, and localities to guide fishermen in registering and licensing these "three-no" fishing vessels. It is expected that by November, all more than 30 "three-no" fishing vessels in the locality will be registered, granted fishing licenses, and inspected.

To ensure that no more fishing vessels lacking the necessary documentation ("three no's") arise, the Da Nang People's Committee has fully updated the information of 1,188 fishing vessels in the city into the national fisheries database system (VNFishbase). According to a representative from the Da Nang Department of Agriculture and Rural Development, the city's People's Committee has directed relevant units and localities to strengthen inspection, control, and supervision of fishing vessels, especially those that do not meet the requirements for fishing operations. The Department compiles a monthly list of unqualified fishing vessels and sends it to relevant units and localities for close monitoring and strict handling of cases where vessels intentionally operate without the required documents.

In Quang Nam province, the Provincial People's Committee is also vigorously implementing directives from the Government and the Ministry of Agriculture and Rural Development on combating IUU (Illegal, Unreported, and Unregulated) fishing. Vice Chairman of the Provincial People's Committee, Ho Quang Buu, requested that by November 2024, the People's Committees of coastal districts and cities must complete the registration of all fishing vessels between 6 and 12 meters in length and prevent the emergence of new "three-no" fishing vessels (those without proper licenses and permits). Any locality found to have violated regulations will be held accountable to the Provincial People's Committee. The Quang Nam Fisheries Department is also closely coordinating with the Border Guard to strictly control fishing vessels entering and leaving ports, ensuring the prevention of unlicensed and unqualified fishing vessels.

With decisive and coordinated efforts from localities, it is hoped that IUU regulations will soon be fully met, creating an important foundation for Vietnam's fisheries sector to achieve international standards and enhance its reputation in the global market. This is not only an urgent goal to remove the EC's "yellow card," but also a sustainable direction for the future of Vietnam's fisheries sector, contributing to the protection of fisheries resources and the marine environment for future generations.
