Central region eliminates "3 no" fishing boats

Currently, localities in the Central region are stepping up the campaign to completely handle the “3 no” fishing vessels (unregistered, uninspected, and unlicensed) in order to meet the requirements of the European Commission (EC) in the fight against illegal, unreported, and unregulated (IUU) fishing to remove the “yellow card” for the Vietnamese seafood industry.

Determined to handle it once and for all

This is not only an urgent task for provinces and cities with developed fisheries industries, but also an important goal to protect marine resources and move towards sustainable development of the domestic fisheries industry.

In Da Nang , the authorities of coastal localities such as Son Tra district are actively implementing measures to prevent and thoroughly handle "3 no" fishing vessels to minimize the risk of IUU violations. Since July 2024, the district has stepped up propaganda work, organized document distribution sessions for fishermen on regulations related to IUU, and encouraged them to carry out registration and inspection procedures for fishing vessels to fully meet legal requirements. Despite many difficulties in granting registration to "3 no" fishing vessels, the district has still achieved many positive results. According to statistics, in the first phase, there were 166 "3 no" fishing vessels, the locality granted registration and fishing licenses to 107 vessels, the remaining 59 vessels were not eligible for licenses. In the second phase, there were 259 fishing vessels, of which 258 were granted licenses, the remaining one was sold out of the locality.

Vice Chairman of Son Tra District People's Committee, Mr. Huynh Van Hung, said that the district has coordinated with the Fisheries Sub-Department to support fishermen in resolving difficulties in registration procedures, and at the same time, mobilize them to comply with regulations on fishing licenses. For "3 no" vessels that have no other solution, the district will consult with relevant units and localities to come up with a thorough solution, not allowing these vessels to exist... In addition, the authorities of other localities in Da Nang are also focusing on reviewing and monitoring "3 no" fishing vessels, especially vessels with a length of less than 6m and from 6-12m, to ensure that fishermen complete the procedures for registering and inspecting fishing vessels according to regulations.

In Quang Nam , a province with a large number of fishing vessels with more than 2,800, of which 1,793 are 6-12m long operating in coastal areas, 419 are 12-15m long operating in offshore areas and 618 are 15m or longer operating in offshore areas, this locality is also stepping up the handling of "3 no" fishing vessels. According to a representative of the People's Committee of Nui Thanh district, to resolve this situation, the authorities have gone directly to the grassroots level, coordinated with relevant agencies, units and localities to deploy and guide fishermen in completing the procedures for registering and licensing "3 no" fishing vessels. It is expected that this November, all of the locality's more than 30 "3 no" fishing vessels will be registered, granted fishing licenses and inspected.

Preventing "3 no's" fishing boats from the root

To ensure that there are no more “3 no” fishing vessels, the Da Nang People’s Committee has fully updated information on 1,188 fishing vessels in the city into the national fisheries database system (VNFishbase). According to a representative of the Da Nang Department of Agriculture and Rural Development, the City People’s Committee has directed units and localities to strengthen inspection, control and supervision of fishing vessels, especially those that do not meet the conditions for fishing activities. Every month, the Department compiles a list of unqualified fishing vessels and sends it to units and localities for close monitoring and supervision, and strictly handles cases of fishing vessels deliberately operating without full documents as prescribed.

In Quang Nam, the Provincial People's Committee is also vigorously implementing the directions of the Government and the Ministry of Agriculture and Rural Development on combating IUU fishing. Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that by November 2024, the People's Committees of coastal districts and cities must complete the registration of all fishing vessels with a length of 6-12m and not allow the emergence of new "3 no" fishing vessels. Any locality that allows violations will be held responsible before the Provincial People's Committee. The Quang Nam Fisheries Sub-Department is also closely coordinating with the Border Guard to strictly control fishing vessels entering and leaving the port, ensuring the prevention of fishing vessels without sufficient licenses and unqualified for exploitation.

With drastic and synchronous efforts from localities, it is hoped that IUU regulations will soon be fully met, creating an important premise for the Vietnamese seafood industry to meet international standards and enhance its reputation in the global market. This is not only an urgent goal to remove the “yellow card” from the EC, but also a sustainable orientation for the future of the Vietnamese seafood industry, contributing to the protection of aquatic resources and the marine environment for future generations.
