Proposed plan for 3 major boulevards.
In early January 2026, the Provincial People's Committee held a meeting with the consulting unit responsible for preparing the revised master plan for Bien Hoa city until 2045 to hear a report on the progress of implementation.
In the draft planning project submitted to the Provincial People's Committee, the consulting unit proposed planning three major boulevards for Bien Hoa city, which are considered vital and important routes connecting key economic centers in urban areas, services, trade, and industry within Bien Hoa city with neighboring localities.
Accordingly, the first major boulevard to be planned is Nguyen Ai Quoc Boulevard. The existing Nguyen Ai Quoc road is proposed to be upgraded with a 55m wide road surface and 10 lanes (6 main lanes and 4 service lanes), playing a crucial role in connecting key areas of Bien Hoa city such as Bien Hoa Airport, the riverside tourism and service area, the new public service center, and Ho Chi Minh City, connecting with Tan Son Nhat Airport.
The second proposed route is the North-South Boulevard, starting at Nguyen Ai Quoc Street and following the central axis to National Highway 1. From there, the route follows Provincial Road 771, connecting Bien Hoa city with Long Thanh and Nhon Trach cities. In terms of scale, the proposed North-South Boulevard will have a road width of 60-70m with 10 lanes (6 main lanes and 4 service lanes).
The third proposed highway is the East-West Boulevard, with a proposed road width of 45-60m and 8-10 lanes. Once completed, the East-West Boulevard will play a crucial role in connecting Bien Hoa city with the former Thu Duc City area, Ho Chi Minh City, and Trang Bom city in Dong Nai province.
Solving the "heavy traffic, narrow roads" problem.
In 2016, the former Bien Hoa city was officially recognized as a Class I urban area under the provincial administration. However, for many years afterward, Bien Hoa still lacked some of the criteria for a Class I urban area. In particular, traffic congestion and gridlock in Bien Hoa city continued to worsen.
As a city with a long history, most of Bien Hoa's roads, including the main arterial routes, are small in scale. This situation, coupled with rapid population growth and a large population size, makes transportation infrastructure one of the "bottlenecks" hindering Bien Hoa's development.
Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: Currently, the gateway routes to Bien Hoa city, such as Bui Van Hoa and Nguyen Ai Quoc roads, are too narrow and do not meet the needs of development.
According to the draft of the revised master plan for Bien Hoa city until 2045, the planning scope includes 10 wards (comprising the entire administrative boundaries of 7 wards: Bien Hoa, Tam Hiep, Long Binh, Tran Bien, Long Hung, Phuoc Tan, Tam Phuoc, and a portion of the area of 3 wards: Tan Trieu, Trang Dai, Ho Nai) with a total area of over 26,300 hectares.
In this context, planning major boulevards for Bien Hoa city aims not only to connect key economic centers and link Bien Hoa city with neighboring localities, but also to address traffic congestion in the city center.
According to Truong Vinh Hiep, Vice Chairman of the People's Committee of Bien Hoa Ward, Dong Nai Province: The proposal to create a Nguyen Ai Quoc Boulevard by the consulting unit is necessary overall. Currently, only the section of Nguyen Ai Quoc Road passing through Tran Bien Ward has been widened to 8 lanes. Meanwhile, the remaining sections are smaller, with a road width of only about 12 meters. Therefore, traffic jams and congestion frequently occur. For Bien Hoa Ward, if Nguyen Ai Quoc Road is upgraded to a boulevard, land clearance will be relatively easy because the road's right-of-way through the ward does not have any large construction projects.
At a recent meeting with the consulting unit regarding the revised master plan for Bien Hoa city until 2045, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Van Ut, agreed with the necessity of proposing the opening of major boulevards for Bien Hoa city and requested relevant agencies to coordinate with the consulting unit to review and further clarify inter-regional transportation connectivity options for Bien Hoa city. Specifically, this includes linking Bien Hoa city with other localities in the province, Long Thanh International Airport, and Ho Chi Minh City.
