The "One Citizen - One Digital Identity" model

(Baothanhhoa.vn) - Recently, the Department of Science and Technology submitted a draft plan for the implementation of the "Digital Literacy Movement" in Thanh Hoa province to the Chairman of the Provincial People's Committee for consideration. The plan includes the "One Citizen - One Digital Identity" model, aiming to spread digital skills within the community, with the goal of ensuring that 100% of citizens aged 16 and over have digital identities and use the VNeID application and digital bank accounts.

With the goal of putting the people at the center and using data as a foundation, Bim Son town has been actively implementing the installation and use of the VNeID application and digital bank accounts for its residents. To date, over 99% of the population has been issued chip-embedded citizen identity cards (the remainder are mainly local citizens working away from home); 95.57% of the population has had their electronic identification codes activated at level 2, ensuring the implementation roadmap of Government Decree No. 06 on the development of data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030. In addition, 90% of the population has bank accounts and 75.2% of the population makes cashless payments.

According to the assessment of the People's Committee of Bim Son town, Quarter 4, Lam Son ward is one of the exemplary residential areas in implementing digital transformation. Each member of the community digital technology team has focused on guiding residents to install and master the skills of using digital platforms, cashless payments, and supporting the installation of personal electronic identification. To date, 100% of adult citizens in the neighborhood have installed personal electronic identification and social insurance software on their mobile phones; 60.3% of the adult population have installed digital signatures.

Mr. Vu Dinh Kip, Party branch secretary and head of the Community Service Team in Quarter 4, Lam Son Ward, said: "To achieve these results, the Community Service Team in the neighborhood has flexibly applied various methods and coordinated with the social security team to implement activities. In addition, the neighborhood has mobilized local youth union members to participate with the Community Service Team in going to each household to install the VNeID application, personal digital signatures, and other digital transformation applications for the people. At the same time, we have coordinated with banks in the town and relevant units to guide residents and businesses in the neighborhood to install digital platform applications for transactions on e-commerce platforms and open electronic payment accounts. To date, 100% of businesses and shops in the neighborhood accept electronic payment methods."

Among the "bright spots" of digital transformation in the community, the residential areas in Dinh Hung commune (Yen Dinh district) are noteworthy. To date, all four villages in the commune, including Duyen Hy, Ve Thon, Ho Thon, and Dong Tinh, have been recognized as smart villages. Along with the implementation of personal digital signatures and electronic identification, the creation of bank accounts has also been given special attention by the local authorities. According to the commune's People's Committee report, 100% of businesses in the commune now use QR codes and accept cashless payments; the percentage of working-age residents with bank accounts has reached 83%. According to Le Van Cuong, Chairman of the People's Committee of Dinh Hung Commune: “In 2024, the commune coordinated with officials and staff from Agribank and Vietcombank to visit village cultural centers to promote, encourage, and open free bank accounts for residents. The banks also supported businesses in the commune in creating QR codes for electronic payments. After only a short time of implementation, cashless payments have become a daily spending habit for people in the commune. Along with that, electronic health record applications and VNeID electronic identification have been popularized, helping people easily manage their personal information and making administrative procedures more convenient.”

According to the report of the Provincial Steering Committee for Digital Transformation, as of the end of March 2025, the entire province had successfully received and activated more than 2.2 million electronic identification accounts, with over 30,000 accounts activated since the beginning of the year alone. Regarding digital signatures, nearly 538,000 electronic signatures have been issued to citizens, reaching a rate of 26.3%. Regarding cashless payments, all 26 districts, towns, and cities have implemented cashless payments for beneficiaries of social security policies, with a total of 45,158 out of 53,571 beneficiaries receiving payments via bank accounts (reaching 84.3%). Regarding pension and social insurance benefit payments, cashless payment methods have been encouraged and implemented for 59,991 out of 164,382 people (reaching 36.49%). Regarding online payments on the National Public Service Portal, the rate of online payment applications is nearly 265,588 out of 450,684 applications (reaching 58.93%). However, despite the achievements, the process of building a digital society in the province still faces some difficulties such as: the infrastructure and utilities are not yet widespread and synchronized; some people are hesitant to change their habits to cashless payments; and some digital applications and platforms for citizens are not yet truly convenient...

With the determination that all eligible citizens aged 16 and above will have a digital identity and digital account, localities throughout the province have been making efforts to promote awareness about electronic identification, while guiding people to install and use the VNeID application, register accounts on the Public Service Portal, and access online public services and digital bank accounts. This is considered a solid foundation for Thanh Hoa province to effectively implement the "One Citizen - One Digital Identity" model in particular, and the "Digital Literacy Movement" in general, in the future.
