People-centered approach
With the synchronized involvement of the entire political system, the commune has completed the implementation of 34 digital transformation targets in phase 2. The commune's Public Administrative Service Center has been equipped with modern facilities such as automatic queueing machines, display screens, computers, scanners, etc., effectively meeting the requirements for receiving and processing administrative procedures for organizations, businesses, and individuals.
To date, all eligible administrative procedures are provided as online public services at levels 3 and 4; the rate of online applications has reached approximately 70%. Electronic document exchange between administrative agencies has reached 100%, contributing to shortening processing time, reducing costs, and enhancing transparency in public service activities. In particular, the pilot implementation of the paperless meeting room model (e-Cabinet) has gradually reformed working methods and improved the efficiency of leadership and management at the commune level in a modern and scientific direction.
According to Ms. Nguyen Thi Chuc, a specialist at the Vinh Tuy Commune Public Administrative Service Center: “I am in charge of the judicial and civil registration field, receiving an average of about 70 applications per day. Since the implementation of online public services, processing applications through the system has accelerated the progress of administrative procedures. People are increasingly familiarizing themselves with using their VNeID accounts to submit documents and procedures, making things more convenient for both sides.”
Alongside improving the efficiency of administrative procedures, the commune has placed special emphasis on bringing digital transformation closer to the people through the establishment of 28 community digital technology groups in the villages. These community digital technology groups have effectively played the role of an "extended arm" of the local Party committee and government, directly guiding people in installing and using essential digital applications such as VNeID, online public services, cashless payments, and administrative information lookup.

Aiming for tangible, long-term results.
From its initial foundations, digital transformation has been creating positive changes in production and business, especially for local specialty agricultural products. Some products have been promoted and introduced on e-commerce platforms and social networks, opening up new markets and distribution channels, contributing to increasing product value and boosting people's income.
Mr. Phan The Do, from Tan Lap village, Vinh Tuy commune, shared: “My family has been involved in the production and processing of Shan Tuyet tea products for over 30 years. Previously, the products were mainly sold through regular customers. Now, I directly conduct live sales sessions on Facebook and TikTok. Through these platforms, stories about the brand, the process of caring for, harvesting, processing, and tasting the tea are becoming more widely known to customers. As a result, the market is expanding both domestically and internationally.”
Along with the manufacturing sector, digital transformation has also brought about significant changes in people's daily lives. Mr. Nguyen Duc Ngoc, Head of Tan Thanh village, Vinh Tuy commune, stated: “The village currently has 64 households with 302 people, mainly Kinh, Dao, Tay, and Nung ethnic minorities. The internet coverage rate reaches 98%; 90% of people know how to use smartphones; and the rate of completing level 2 electronic identification on VNeID reaches 87%. In addition, the village has maintained a Zalo group to promptly inform and disseminate the Party and State's guidelines, policies, and laws, and it serves as an effective channel connecting the commune's Party committee and government with the people in implementing assigned tasks.”
Comrade Mai Thi Giang, Vice Chairman of the People's Committee of Vinh Tuy commune, said: “Besides the achievements, digital transformation still faces many difficulties due to limited investment resources, the information technology infrastructure is not yet truly synchronized; and the digital skills of a segment of the population, especially in remote villages, are not uniform. Based on this, the commune has determined that digital transformation must be implemented according to a suitable roadmap, using tangible results as a measure. The commune will also focus on improving information technology infrastructure, promoting the digitization of records and data, improving the quality of human resources, closely linking digital transformation with administrative reform, and improving the quality of service to the people.”
