(PLVN) – Morning 21/10, Deputy Prime minister Tran Hong Ha chaired a meeting to review and finalize the draft Decree regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power before submitting it to the Prime Minister. Accordingly, the meeting focused on reviewing and clarifying terminology and applicable subjects; management plans for the installation of self-produced and self-consumed rooftop solar power at different capacity levels; incentive policies and incentives for organizations and individuals installing self-produced and self-consumed rooftop solar power to invest in electricity storage equipment... Specifically, the Decree clearly states that "the concept of self-produced and self-consumed solar power is not only limited to organizations and individuals who install it for their own use, but can also be hired or assigned to other organizations and individuals for installation".
The draft Decree also clearly states that rooftop solar power that is self-produced and self-consumed and not connected to the national grid is given priority for development with unlimited capacity. However, in the case of connection to the national grid, Deputy Prime Minister Tran Hong Ha requested the drafting agency to clearly and easily revise the principles for developing rooftop solar power that is self-produced and self-consumed according to 3 capacity levels: under 100kWh, from 100kWh to under 1.000kWh and over 1.000kWh.
Specifically, with an installed capacity of less than 100kWh, organizations and individuals can develop without limits, without having to ask for permission, but only need to ensure equipment safety, fire prevention and explosion prevention, and construction safety; With an installed capacity of 100kWh to 1.000kWh, it will be implemented according to the post-inspection method and Vietnam Electricity Group (EVN) will be responsible for implementing technical solutions to control excess electricity output to the grid to ensure system safety; With a capacity of 1.000kWh or more, all procedures for granting an electricity operation license must be fully implemented.
Regarding the agreement to buy and sell excess electricity from self-produced and self-consumed rooftop solar power, the Deputy Prime Minister requested to clearly define the content of the agreement, the responsibility of the organization or individual as the seller, the responsibility of the buyer as EVN, and the processing time. Organizations and individuals investing in self-produced and self-consumed rooftop solar power that are not fully used will be allowed to sell to the grid no more than 20% of the installed capacity.
Notably, the Deputy Prime Minister noted that in cases of buying and selling self-produced and self-consumed rooftop electricity between organizations and individuals, it must comply with the Decree regulating the direct electricity buying and selling mechanism between renewable energy power generation units and large electricity users (DPPA mechanism).
In addition, the Deputy Prime Minister also requested the Ministry of Industry and Trade to study and supplement mechanisms and policies to encourage and provide incentives for organizations and individuals to invest in self-produced and self-consumed rooftop solar power, along with power storage equipment and to sell electricity from the storage equipment to the national grid without being limited to 20%. Along with that, the Ministry of Industry and Trade reviews the power planning nationwide, each region, each area as a basis for publicizing to people and businesses when investing in self-produced and self-consumed rooftop solar power; closely follow the development situation of self-produced and self-consumed rooftop solar power, propose to competent authorities to adjust related planning when necessary.
