By the end of 2025, in Tam Quang commune, 40 health insurance cards will be handed directly to disadvantaged families. These may not be gifts of great material value, but for many people, they represent security and a safety net, giving them peace of mind regarding the cost of medical examinations and treatment whenever they fall ill.
Regarding the aforementioned health insurance card donation program, Ms. Nguyen Thi Dinh - Director of the Social Insurance Office in Tuong Duong - emphasized: "Each health insurance card is not only a protective charm for health, but also a symbol of sharing and support to help people be more resilient in life. We hope that through this program, we will contribute to spreading the spirit of solidarity and compassion in the community."

Not only in Tam Quang commune, but in 2025, health insurance card donation programs were implemented in many localities throughout the province, with 6,257 health insurance cards donated. Particularly in areas affected by natural disasters, storms, and floods, where many families are struggling to overcome the consequences, the health insurance card becomes a lifeline, helping them alleviate pressure when they unfortunately fall ill.
From support activities in flood-affected mountainous areas, health insurance card donation programs have spread to many other disadvantaged groups in the community. Mr. Nguyen Huu Thanh (born in 1958), residing in Nghi Loc commune, is one of the disadvantaged residents who received a health insurance card from the Nghi Loc local Social Insurance agency in coordination with partner organizations. Holding the card in his hand, he shared: “Receiving a health insurance card makes me feel much more secure. When I'm sick, I can go to medical facilities for examination and treatment without worrying about the cost.As an elderly person in difficult circumstances, receiving such care from all levels and sectors makes me feel very warm-hearted.”

These stories reflect a journey that the Nghe An Provincial Social Insurance agency has persistently cultivated since 2016. Initially, the activity of donating social insurance books and health insurance cards was only carried out through contributions from officials, civil servants, and employees in the sector. Along with the message "Giving compassion, spreading love," the movement gradually attracted the support of businesses, organizations, and philanthropists, becoming an annual activity with profound humanitarian significance.
Over the past decade, thanks to contributions from social insurance officials and support from partner organizations, the Nghe An Provincial Social Insurance agency has donated 951 voluntary social insurance books and 29,111 health insurance cards to disadvantaged people in the area.
The value lies not only in the numbers. Each health insurance card issued gives one more citizen access to healthcare services, reducing the financial burden of medical examinations and treatment. Each social insurance booklet is another opportunity for workers to accumulate savings for their old age. This sharing also helps bring social insurance and health insurance policies closer to vulnerable groups, enabling people to be more secure in life when protected by the national "safety net".
Adding more leverage for universal health insurance.

The community-sponsored health insurance cards have helped many people overcome financial barriers to access health insurance. However, to sustainably expand coverage, Nghe An province has chosen a different approach from an early stage: proactively using local budgets to provide additional health insurance premium support for disadvantaged groups. This is a noteworthy highlight in the province's social security policy. Based on the advice of the provincial Social Insurance agency and related units, the Nghe An Provincial People's Council issued Resolution No. 08/2025/NQ-HĐND on providing additional health insurance premium support for certain groups in the province during the 2026-2030 period, continuing the support policies from the previous period.
Instead of spreading resources thinly, the policy focuses on groups at risk of being left out of the social security system. These are middle-income households engaged in agriculture, forestry, fisheries, and salt production – groups not yet fully supported by the State but still facing many difficulties in maintaining their participation in health insurance. Accordingly, in addition to support from the central budget, the Nghe An provincial budget provides additional support so that people can receive up to 50% of their health insurance premium.

Another group that also benefits from the provincial budget is the members of the grassroots security and order protection team. According to regulations, this force receives 100% of the health insurance premium for the first person participating in the family plan from the provincial budget, contributing to ensuring healthcare benefits for those directly involved in maintaining security and order at the grassroots level.
The figures after six months of implementation show the scale of resources that Nghe An province has allocated to this policy. In just the first six months of 2026, 548,655 people from agricultural, forestry, fishery, and salt-making households with average living standards received provincial budget support for their health insurance contributions, totaling nearly 63 billion VND. Also in the first six months, 5,354 members of grassroots security and order protection teams received support to participate in health insurance, with a total cost of over 3.4 billion VND.

The province's support policies not only help hundreds of thousands of people reduce their financial burden when participating in health insurance, but also demonstrate the local government's proactive approach in expanding social security coverage using its own resources. At the same time, it clearly shows the province's priority in allocating resources to social security, moving towards the goal of universal health insurance in Nghe An province.
The journey of expanding health insurance coverage is showing a common thread: When policies are designed to target the right groups, supported by local budgets, and spread through community participation, the "social safety net" will no longer be a conceptual guideline but a concrete support in people's lives. From direct support for vulnerable groups to long-term policies, the goal of universal health insurance is gradually being realized through the synergy of many resources, all working towards a more comprehensive and sustainable social security system.
Policy on additional support for health insurance contributions in Nghe An province from 2026-2030 according to Resolution No. 08/2025/NQ-HĐND, issued on June 17, 2025:
- Application period: From January 1, 2026 to the end of 2030.
- Funding source: Provincial budget.
- Additional beneficiaries: Ethnic minorities in areas that are no longer classified as disadvantaged or extremely disadvantaged; People belonging to near-poor households; People belonging to households engaged in agriculture, forestry, fisheries, and salt production have an average standard of living.
- Level of support:
+) Providing a 30% subsidy on health insurance contributions for ethnic minorities and near-poor households.
+) Support 20% of the health insurance contribution for households engaged in agriculture, forestry, fisheries, and salt production with an average standard of living.
If a participant belongs to multiple categories, they will receive the highest level of support.
