Visiting Chan May commune in Lang Co district one weekend evening, at over 6:30 PM, the lights in many offices were still on. The sounds of printers and discussions about work continued in the commune headquarters. In front of their computer screens, several officials were intently reading and processing documents with a steady rhythm of typing. I asked Mr. Tran Hoang, Deputy Head of the Economic Department of the commune, "Why haven't you all gone home yet?" Mr. Hoang smiled kindly: "The work isn't finished; we have to complete it. Everyone is trying their best. My wife and children live in the city center, far from home, so I also stay at the office, only going home on Saturday evenings, or even Sunday afternoons."

Among the officials and specialists in Chan May commune, Lang Co district, Mr. Ngo Quang Huy, a specialist in the Economic Department, is nicknamed "the night shift expert" by many colleagues. Due to a shortage of highly skilled staff and a large workload, Mr. Huy has to work even harder alongside his colleagues to process documents for citizens and businesses.

Huy recounted: Compared to his time working at the Department of Agriculture and Environment of Phu Loc district, the workload at the commune after the implementation of the two-tiered local government system (CQĐP2C) is enormous. He spends almost 30 days a month at the office. His home is 22km from the office, and many days Huy and his colleagues "work overtime" until 7 PM and then take advantage of weekends to process documents. "Working so much can be tiring at times. Initially, my wife and children complained, but they understood. I gradually got used to the work. In return, when I can resolve people's cases and reduce the backlog, I feel happy and relieved," Huy shared.

Chan May Commune - Lang Co District is a large area with many key projects located within the economic zone, industrial park, and free trade zone; therefore, the volume of administrative work is very large, especially in the field of land management.

Mr. Tran Thanh Van, Deputy Director in charge of the Public Administrative Service Center of Loc An Commune, shared that when operating the new commune government, the commune leaders were always concerned about how to conveniently handle all procedures for the people. Many villages in the commune have elderly people and vulnerable groups who face difficulties in processing paperwork. Therefore, when deploying mobile teams to directly serve the villages, many documents and procedures were processed quickly, with some even receiving immediate results, much to the delight of the people.

Customer satisfaction is the measure of effectiveness.

In the southern communes of the city, we heard many assessments from residents after the implementation of the 2C Local Government model. Besides the shortcomings that need improvement, especially the speed of processing some specialized documents, many residents still clearly feel the change in the local government towards being closer to and more responsive to the people.

Mr. Tran Huu Ngoc (born in 1961, residing in Nam Phuoc village, Loc An commune) recounted: “I was truly surprised that the local authorities facilitated the processing of my application and issued the land ownership certificate so quickly. Since the land was inherited from my deceased mother, I contacted the government and they provided every possible assistance. Even more surprisingly, they called me to inform me they would be coming to hand over the land use certificate right in the village. I was truly overjoyed.”

Mr. Huynh Cho (born in 1975, residing in Hamlet 4, Phu Loc Commune) shared that for manual laborers like him, completing land ownership documents, which used to be difficult, is now different. “The authorities proactively came to our homes, even on weekends, to resolve issues and help us obtain land ownership certificates for the land we’ve lived on for so many years. We really appreciate the people because they work with responsibility and sincerity,” Mr. Cho expressed.
