The Traffic Newspaper's hotline has received questions from readers regarding the procedures for opening a new vehicle inspection center according to current regulations.

Regarding this matter, the Motor Vehicle Inspection Department - Vietnam Registering Agency stated that, according to the new regulations... Circular 44/2023/TT-BGTVT, guiding the implementation of Decree 30/2023/ND-CP regulating the business of motor vehicle inspection services, stipulates that when there is a need to invest in building an inspection unit, the organization establishing the inspection unit must submit a written request to the Provincial People's Committee for consideration and approval of the investment plan.

To open a new vehicle inspection center, a written request must be submitted to the Provincial People's Committee for consideration and approval of the investment plan.

The document specifies the proposed location for the vehicle inspection unit, ensuring it aligns with the local land use plan and zoning regulations, and maintains an even distribution of vehicle inspection units within the area and neighboring provinces and cities. Furthermore, it must minimize travel distances for vehicles to inspection units, particularly in remote areas and islands, and be appropriate to the number and density of registered vehicles in the area.

The location for constructing a vehicle inspection unit must comply with regulations regarding connection to the transportation system; be convenient for motor vehicles to enter and exit for inspection; ensure safety and convenience during operation, and not cause traffic obstruction or congestion, especially in large cities.

The inspection and evaluation contents include: Inspection and evaluation of the technical infrastructure of the vehicle inspection unit; Inspection and evaluation of inspection equipment and tools; Inspection and evaluation of the organizational structure and personnel: documents showing the organizational structure of the vehicle inspection unit; Inspection of the development and issuance of internal procedures of the vehicle inspection unit; Inspection and evaluation of the operation of the inspection line; Inspection of the opening and management of logbooks according to regulations on technical safety and environmental protection inspection of road motor vehicles; monitoring and managing the types of forms issued by the Vietnam Register to vehicle inspection units.

However, according to our investigation, some local Departments of Transport currently lack the capacity to conduct assessments and issue certificates of eligibility for motor vehicle inspection services.
