What model will the Vietnam Register operate under?

The Vietnam Register said it has just submitted to the Ministry of Transport a project to rearrange and reorganize advisory and support organizations and affiliated units; separate the state management function and public service provision.

The project is built to ensure streamlining of the apparatus, separation of state management functions and provision of public services in a transparent and objective manner.

According to the Project submitted to the Ministry of Transport, the motor vehicle inspection centers under the Vietnam Register will be arranged into the Road and Railway Vehicle Inspection Centers (illustrative photo).

In the submission, the Vietnam Register proposed 4 options for rearranging and reorganizing advisory and support organizations and units under the Department and proposed that the Ministry of Transport choose option 4 to ensure specialization in each field, avoid disrupting registration activities and the roadmap can be easily implemented immediately.

With this plan, after the Project to separate the state management function and the public service provision function of the Vietnam Register is approved, the competent authority officially assigns the civil servant payroll, and approves the addition to the list of planning for public service units in the transport sector, the Vietnam Register will then abolish the special financial management mechanism.

At the same time, deploy a new operational organization model and financial mechanism. Regarding the organizational model, the Vietnam Register will reorganize from 50 to 17 (a reduction of 33). Of which, the advisory and support block will have 10 (a reduction of 2); the block of registration sub-departments will have 3 (a reduction of 17) and the block of public service centers will have 4 (a reduction of 13).

For the staff and support block, it will include: Office; Personnel Organization Department; Legal - Inspection Department; Science and Technology - International Cooperation Department; Planning - Finance Department; Ship and Marine Works Department; Inland Waterway Vehicles Department; Road Vehicles Department; Railway Vehicles Department and Information Technology Department.

The block of inspection sub-departments includes: Inspection Sub-department in Hai Phong City; Inspection Sub-department in Da Nang City and Inspection Sub-department in Ho Chi Minh City.

The block of public service centers is completely reorganized on the basis of inheriting 4 existing centers under the Vietnam Register, including: Center for Road and Railway Vehicle Registration; Center for Waterway Vehicle and Marine Construction Registration; Center for Motor Vehicle Testing and Center for Road Motor Vehicle Emission Testing.

Regarding the financial mechanism, the block of agencies performing state management functions (the supporting staff block and the block of inspection sub-departments) will apply the financial management mechanism according to the provisions of Decree No. 130/2005/ND-CP stipulating the autonomy and self-responsibility regime for the use of payroll and administrative management costs for state agencies.

The block of public service centers will apply the financial management mechanism according to the provisions of Decree No. 60/2021/ND-CP stipulating the financial mechanism for public service units.

The remaining fund capital at the time of abolishing the special financial mechanism will be assigned to the Vietnam Register and its affiliated units to continue managing and using it according to the projects approved by the competent authority. The remaining fund after being allocated to the projects will be paid into the State Budget according to the instructions of the competent authority.
