What model will the Vietnam Registering and Inspection Agency operate under?

The Vietnam Registering and Inspection Department has announced that it has submitted to the Ministry of Transport a plan for restructuring and reorganizing advisory and support organizations and affiliated units; separating the functions of state management and public service provision.


The plan was developed to ensure a streamlined administrative apparatus, separating the functions of state management and the provision of public services in a transparent and objective manner.

According to the proposal submitted to the Ministry of Transport, the vehicle inspection centers under the Vietnam Registering Agency will be reorganized into Road and Rail Vehicle Inspection Centers (illustrative image).

In its submission, the Vietnam Register Department presented four options for rearranging and reorganizing its advisory and support organizations and subordinate units, and proposed that the Ministry of Transport choose option 4 to ensure specialization in each field, avoid disrupting registration activities, and allow for easy and immediate implementation.

Under this plan, after the project to separate the state management functions and public service provision functions of the Vietnam Register is approved, the competent authority officially allocates civil servant positions, and the list of planned public service units under the transport sector is approved, the Vietnam Register will abolish its special financial management mechanism.

Simultaneously, a new organizational model and financial mechanism will be implemented. Regarding the organizational model, the Vietnam Register will reorganize from 50 units down to 17 units (a reduction of 33 units). Specifically, the advisory and support unit will have 10 units (a reduction of 2 units); the registration sub-departments will have 3 units (a reduction of 17 units); and the public service center will have 4 units (a reduction of 13 units).

For the support staff, the following will be included: Office; Personnel and Organization Department; Legal and Inspection Department; Science and Technology and International Cooperation Department; Planning and Finance Department; Ship and Offshore Engineering Department; Inland Waterway Vehicles Department; Road Transport Vehicles Department; Railway Transport Vehicles Department; and Information Technology Department.

The group of vehicle inspection branches includes: the Vehicle Inspection Branch in Hai Phong City; the Vehicle Inspection Branch in Da Nang City and the Vehicle Inspection Branch in Ho Chi Minh City.

The group of public service centers has been completely reorganized based on the inheritance of 4 existing centers under the Vietnam Register, including: the Center for Registration and Inspection of Road and Rail Vehicles; the Center for Registration and Inspection of Watercraft and Offshore Structures; the Center for Motor Vehicle Testing; and the Center for Testing Emissions of Road Motor Vehicles.

Regarding the financial mechanism, the agencies performing state management functions (the advisory and support agencies and the vehicle registration branches) will apply the financial management mechanism as stipulated in Decree No. 130/2005/ND-CP regulating the regime of autonomy and self-responsibility in the use of personnel and administrative management funds for state agencies.

The group of public service centers will apply the financial management mechanism as stipulated in Decree No. 60/2021/ND-CP regulating the financial mechanism for public non-business units.

Regarding the remaining funds at the time of abolishing the special financial mechanism, they will be assigned to the Vietnam Register and its affiliated units for continued management and use according to projects approved by competent authorities. The remaining funds after allocation to projects will be remitted to the State budget as directed by the competent authority.
