Some differences in the organization of graduation exams between different study programs.

NDO - In the 2025 high school graduation exam, there are some differences in the exam organization between candidates taking the exam under the 2006 General Education Program and the 2018 General Education Program.

On the morning of May 27th, at the training conference on inspection and supervision of the 2025 high school graduation exam, Mr. Huynh Van Chuong, Director of the Quality Management Department of the Ministry of Education and Training, noted some differences in the organization of the high school graduation exam for students studying under the 2006 General Education Program and the 2018 General Education Program.

Regarding the number of multiple-choice test papers to be packed in each bag, for exams for candidates following the 2006 General Education Program, each bag must contain 24 test codes. Meanwhile, for exams for candidates following the 2018 General Education Program, the number of test papers printed corresponds to the number of candidates in each examination room.

"For example, if a room has 10 candidates taking the Physics exam, then print the exam papers from code 1 to code 10," Director Huynh Van Chuong said.

Regarding exam supervision , the difference lies in the fact that candidates taking the 2006 General Education Program only need to be present 10 minutes before the start of the second subject in the combined/optional exam. Meanwhile, candidates taking the 2018 General Education Program must be present from the beginning of the exam and wait in the waiting room before being called into the exam room.

The break time between two subjects in the elective/combined exam for candidates under the 2006 General Education Program is 10 minutes, while for candidates under the 2018 General Education Program, the break is 15 minutes.

Regarding the handling of surplus exam papers , in examination rooms for candidates following the 2006 General Education Program, the secretary will collect and store the surplus papers in the Examination Board room. Meanwhile, in examination rooms for candidates following the 2018 General Education Program, the invigilator is responsible for safeguarding the surplus papers in the examination room.

The procedure for collecting elective/combined subject exam papers (Natural Sciences or Social Sciences) also differs. For candidates following the 2006 General Education Program, each subject exam is placed in a separate exam paper bag; while for candidates following the 2018 General Education Program, each exam session is packaged in one exam paper bag, with the elective exam session having two bags of exam papers.

For Geography, candidates taking the exam under the 2006 General Education Program are allowed to bring atlases into the examination room as per regulations. Meanwhile, candidates taking the exam under the 2018 General Education Program are not allowed to bring atlases into the examination room.

According to the Ministry of Education and Training, the 2025 High School Graduation Examination is the first examination under the new general education program. In addition, this year's examination will also be held for students studying under both the 2006 and 2018 general education programs.

According to registration data, out of approximately 1.17 million candidates, about 25,000 are taking the exam under the 2006 General Education Program. This will also impact exam supervision, exam room arrangements, as well as question setting and printing, etc.
