
According to information from Türkiye's Anadolu news agency on June 23, technical talks between Iran and the United States in Burgenstock, Switzerland, have officially concluded successfully. This is part of a dialogue process mediated by Qatar and Pakistan aimed at ending the conflict between the US, Israel, and Iran. This event marks a significant step forward as the parties have agreed on a future framework, established working groups, and created mechanisms for implementing the Islamabad Memorandum.
Iran's official news agency IRNA quoted Iranian Deputy Foreign Minister Kazem Gharibabadi, head of the country's technical negotiating team, as saying that the four-party discussions had been ongoing since the high-level committee meeting on June 21 and continued into June 22. The discussions aimed to finalize the mechanisms for implementing the Islamabad Memorandum – a 14-point framework agreement to end the war and resolve disputes, signed online by Iranian President Masoud Pezeshkian and US President Donald Trump on June 17 and officially effective from June 18.
According to the agreed-upon terms, future negotiations will be overseen by a high-level committee attended by Iranian Parliament Speaker Mohammad Bagher Ghalibaf, Iranian Foreign Minister Abbas Araghchi, US Vice President JD Vance, Pakistani Prime Minister Shehbaz Sharif, and Qatari Prime Minister Mohammed bin Abdulrahman Al Thani.
In an effort to realize the agreement, the parties agreed to establish four specialized working groups responsible for key areas including: lifting sanctions; nuclear-related sanctions; economic reconstruction and development; and monitoring and implementing the agreement. The heads of these four technical groups will report directly to the high-level committee.
In addition, member states also agreed to establish a common point of contact, develop a memorandum of understanding to ensure the safety of commercial vessels passing through the Strait of Hormuz, and establish a conflict prevention unit in Lebanon with the participation of relevant countries along with Pakistan and Qatar.

In particular, these technical negotiations achieved breakthrough results in economic and financial matters. The US side issued and published a joint license on the website of the Office of Foreign Assets Control of the US Treasury Department, allowing Iran to export oil, petroleum products, petrochemicals, and related services. At the same time, the parties also agreed to immediately implement the necessary measures to release the $12 billion in frozen Iranian assets.
These moves are expected to promote the full implementation of the terms of the Islamabad Agreement, aiming to end the war, stabilize the situation in Lebanon, reopen the Strait of Hormuz, and completely lift the US-imposed naval blockade on Iran.
