
Na Sam commune was formed by merging Na Sam town with Hoang Viet and Bac Hung communes. The commune has 34 villages, 12 of which are located along the river. The commune's topography is mainly hilly and mountainous, interspersed with residential areas, leading to widespread landslides that pose a serious threat to the lives and property of residents. Some areas prone to major landslides and flooding include sections of National Highway 4A passing through Na Sam commune; the Na Sam bridge area; the Na Phai culvert; and several residential areas in villages 1, 2, 3, and 4.
Mr. Tu Nhu Hien, Vice Chairman of the People's Committee of Na Sam commune, said: Immediately after the commune was established, the People's Committee of the commune established a Civil Defense Command Board and assigned specific tasks to each member; developed plans and strategies for preventing and combating various types of natural disasters, especially the developments of storms and floods.
The People's Committee of the commune directed units to deploy permanent forces to guard and erect barriers to prohibit people and vehicles from passing through flooded areas; prepare sufficient equipment and essential supplies; arrange personnel to assist people living in low-lying areas to move to safe places; promote propaganda to raise community awareness and mobilize people to participate in disaster prevention and control; effectively implement the "four on-the-spot" principle…
During the 2025 rainy season, along with many other areas in the province, Na Sam commune was severely affected by storms and floods. Immediately after the damage occurred, the People's Committee of Na Sam commune, along with relevant agencies and units, quickly implemented remedial measures. Specifically, the People's Committee provided over 1.5 billion VND in support to affected residents whose agricultural production was damaged; supported the construction of 8 new houses and the repair of 11 houses. Simultaneously, relevant units addressed landslides involving approximately 2,500 cubic meters of earth and rocks; rectified serious embankment landslides on National Highway 4A, the section passing through Na Sam commune; and repaired several irrigation works and schools.
The 2026 rainy and stormy season is approaching. Not being complacent in the face of unpredictable weather developments, the People's Committee of Na Sam commune has been and continues to implement measures to prepare for and respond to storms and heavy rains.
Mr. Dinh Manh Khiem, Head of the Economic Department of Na Sam commune, said: Following the directives from higher authorities, the specialized department continues to closely coordinate with relevant agencies and units to develop plans and scenarios for responding to storms and floods in 2026; regularly inventory and reassess equipment, vehicles, tools, personnel, and conditions for carrying out disaster prevention and control tasks; strengthen propaganda to the people to implement safety measures; and require relevant units to be ready with response and recovery plans…
Mr. Nguyen Ba Thanh, owner of Nguyen Thanh private enterprise in Na Sam commune, said: "Our unit is assigned to manage 20 km of roads in Na Sam commune. To be ready to respond to and mitigate landslides during the upcoming rainy season in Na Sam commune and some neighboring communes, the unit has prepared 4 excavators, 6 trucks, and 22 workers."
Thanks to the proactive efforts of the commune and relevant units, disaster prevention and control work in Na Sam commune is being meticulously and systematically prepared. This has significantly contributed to minimizing damage caused by storms and floods in the area.
