After months of studying and waiting, the admission results bring relieved smiles, joyful phone calls, and new plans for the upcoming school year.
The theme for the 2008-2009 school year was "Promoting the application of information technology and innovating financial management." According to the Department of Education and Training, the promotion of information technology application has yielded many positive results. The Department collaborated with the Lao Cai branch of the Military Telecommunications Corporation to develop a plan for connecting to the national education network, in line with the cooperation between the Ministry of Education and Training and the Military Telecommunications Corporation, starting in April 2008. The plan was divided into three phases, and by the end of March 2009, 95 educational institutions, including 48 kindergartens, primary schools, and junior high schools, had implemented the system. The applied information technology system effectively served teaching and management.
Regarding the task of reforming financial management, the sector has gradually adjusted the budget expenditure structure for all levels of education, prioritizing universal education, ensuring funding for particularly disadvantaged communes, guaranteeing salaries for teachers, and providing financial support for policy-beneficiary and poor students. District education and training departments have reviewed the pilot program of granting financial autonomy to some schools according to Government Decree 43 dated June 25, 2006. Three aspects of transparency have been implemented in public and private educational institutions for students and society to monitor and evaluate: the quality of training; the conditions of facilities and teaching staff; and financial revenue and expenditure. Four aspects of inspection have been carried out: the use and allocation of the education budget; the collection and use of tuition fees; the use of voluntary contributions from the public; and the implementation of the program for strengthening school buildings, classrooms, and teacher housing. As the school year draws to a close, the thematic contents of the year have been widely and specifically implemented throughout the education and training sector of Lao Cai province , yielding initial results. These include gradually improving the level of information technology for management and teaching, and reforming financial management towards transparency and proactiveness, making the mechanism more rational and effective.
Regarding professional work, the innovation of teaching methods has been implemented in all levels and branches of education. At the primary school level, all teachers directly involved in teaching receive training at summer courses organized by the Department of Education and Training. Numerous workshops and seminars on innovative teaching methods are organized in schools, along with demonstration lessons and model lessons, aiming to ensure students effectively achieve the basic knowledge and skills required. Given the unique characteristics of this mountainous, border province with many ethnic groups, the education sector also organizes Vietnamese language instruction for first-grade students in the highlands during the first four weeks of the school year, followed by four lessons per week until the end of the first semester. The sector also directs primary education to evaluate teachers according to criteria, and to evaluate students and schools according to quality groups to determine objectives and solutions for each group. For lower secondary and upper secondary schools, and continuing education centers, the focus continues on innovating teaching methods, strongly promoting student-centered approaches, fostering student engagement and initiative, emphasizing self-study guidance, and enhancing the use of educational equipment to ensure practical requirements are met and to adhere closely to knowledge and skill standards. Regarding teachers' activities, the school year marks a new step forward in improving the quality of subject-specific teams, with lesson planning and teaching becoming more systematic. Evaluating the changes in teaching method innovation is closely linked to the overall quality improvement of each school, thereby enhancing the sense of responsibility and enthusiasm for participating in teaching method innovation among teachers. To ensure effective lessons, teachers and students fully implement all prescribed experiments and practical exercises in experimental subjects, avoiding rote learning as was the case previously.
This school year also marks the success of the "Building Friendly Schools, Active Students" movement. All schools and the community enthusiastically responded with many creative activities and solutions. School grounds are clean, beautiful, and well-maintained; classrooms in disadvantaged areas have been renovated through collaborative efforts; and in more affluent areas like Lao Cai City, parents readily contributed to building and supplementing facilities so their children could have better learning and boarding conditions at school. Throughout the province, schools have planted more than 10,000 new trees in their grounds, and many schools in mountainous areas have also taken the initiative to collect and display folk cultural products, honoring the cultural identity of ethnic groups.
The 2008-2009 school year is drawing to a close. Summer brings with it the image of clusters of red flamboyant flowers, the buzzing of cicadas, and the enduring affection between teachers and students, and among friends. This atmosphere is filled with expectations, first and foremost for the excellent academic and personal development of each student, for these results comprehensively reflect the efforts of the entire education and training system.
