Nearly a year after the merger, the People's Committee of Cua Viet commune has reorganized 3 specialized agencies, 1 public administrative service center, and 11 public service units. The arrangement and placement of officials and civil servants have been carried out according to job positions, linked to their capabilities, expertise, and the practical requirements of the merger. The locality has streamlined its organizational structure and reduced its workforce in accordance with regulations. From 59 officials and civil servants as of July 1, 2025, the commune now has only 48, a reduction of 11 positions in line with the general policy.
According to Le Van Thong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Cua Viet commune, the number of staff has decreased while the workload has increased after the merger. Therefore, in recent times, commune officials and civil servants have made great efforts and demonstrated responsibility to maintain the smooth operation of the government apparatus under the new model. However, to meet the requirements of the new phase, the locality hopes that the province will have a mechanism for in-depth training and development for commune-level officials and civil servants, especially in the fields of land, construction, investment, finance, etc.

“While awaiting training and staffing improvements, we hope for a policy allowing localities to recruit civil servants and part-time workers (those with experience) to work in specialized fields that the commune level is currently lacking, such as land management, construction, finance, and information technology… in order to meet the operational requirements of the system in the current period,” Mr. Thong shared.
Over the past period, the Phu Trach Commune Party Committee has focused on leading and directing the consolidation of the organizational structure of Party, government, and Front agencies, and arranging the staff of officials and civil servants; appointing and designating leadership and management positions in departments, offices, and agencies, ensuring the smooth operation of the apparatus and preventing interruptions in handling work and serving the people. However, with a large area, a large population, and many areas of management, there is a great demand for the quality of the local officials and civil servants.
According to Pham Minh Canh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Phu Trach commune, previously, the workload was dispersed across four communes. Now, with a population of over 30,000 and an area of nearly 197 square kilometers, commune officials have to handle a large volume of work. According to the central government's staffing guidelines, Phu Trach commune is still short 7 personnel. Therefore, the commune hopes to soon have additional staff allocated and sufficient officials and civil servants assigned to suit local conditions. Simultaneously, they hope to strengthen training and professional development for commune-level officials and civil servants, focusing on in-depth expertise and practical work at the grassroots level.
Continue the review to ensure a balance of resources.
According to the Department of Internal Affairs, a review shows that the total number of civil servants at the commune level, based on the temporary staffing quota in the province, is 2,872. The current number of civil servants is 3,092, exceeding the temporary staffing quota by 220. However, there are localized personnel shortages and surpluses in some localities; specifically, 37 out of 78 localities have a surplus of civil servants (273 surplus), 23 out of 78 localities have a shortage of civil servants (53 shortage), and 18 out of 78 localities have the number of civil servants equal to the prescribed quota.
According to Ms. Le Thi Thanh, Director of the Department of Internal Affairs: After the restructuring, localized personnel surpluses and shortages are unavoidable. The Department of Internal Affairs has coordinated with the Provincial Party Committee's Organization Department and other agencies and localities to advise on the comprehensive implementation of solutions regarding the recruitment, transfer, secondment, and reinforcement of 255 cadres, civil servants, and public employees. At the same time, a comprehensive review of the cadre and civil servant workforce at the commune level will continue to be conducted to develop appropriate plans for placement, transfer, and recruitment in the future. 2026 is designated as the "Year of Grassroots Cadres," and the province will continue to effectively implement the transfer, rotation, and reinforcement of cadres between localities, and between the Party and government sectors, to ensure a balanced workforce.
Specifically, on May 20, 2026, the Provincial People's Committee issued Plan No. 2400/KH-UBND to implement Directive No. 18/CT-TTg, dated May 8, 2026, of the Prime Minister on improving the quality of local government officials and civil servants at the commune level, meeting the requirements of the tasks in the new situation.
Accordingly, the province will focus on reviewing and comprehensively assessing the quality, qualifications, and capabilities of commune-level officials and civil servants; and perfecting standards and criteria according to job requirements. Simultaneously, it will ensure the placement and arrangement of officials is "the right person, the right job, at the right time, and in the right location," prioritizing officials with competence, leadership skills, and experience in complex areas with a large workload. In addition, the province will strengthen the recruitment of high-quality human resources; develop training and development plans based on job requirements and local realities; and focus on improving the situational handling capacity, public service performance, and digital transformation skills of commune-level officials and civil servants.
