Sustainable economic development
Leveraging the advantages and strengths of each locality, Quang Ninh province focuses on developing suitable economic models, effectively exploiting existing potential, creating stable livelihoods, and sustainably increasing income for rural people.
Thanks to the successful guava cultivation model, many households in Son Duong commune (now Hoanh Bo ward) have escaped poverty and achieved stable incomes. By boldly changing the crop structure, applying appropriate farming techniques, and establishing product consumption linkages, guava has become a key crop, providing a steady source of income and contributing to increased income and improved living standards for people in rural areas.

Mr. An Van Kim's family is one of the pioneering households in growing guava according to VietGAP standards. By adhering to safe production processes and focusing on care and pest control, Mr. Kim's guava orchard yields stable productivity and consistent fruit quality, making it popular in the market. This model not only provides Mr. Kim's family with a good income but also motivates many other households in the area to follow suit.
Mr. Kim shared: “To ensure the guava fruit is of good quality, my family and many other households have planted and cared for guava trees according to VietGAP standards. All information about the care process, such as pruning time, amount of fertilizer, fertilization time, etc., is recorded fully and in detail. Ensuring proper care, along with the suitable soil conditions here, results in stable yields and a very delicious flavor.”
Not content with just the economic benefits of guava trees, Mr. Kim boldly developed an ecotourism model linked to his orchard. Visitors can tour the orchard, experience picking guavas, and enjoy local cuisine . Utilizing the spacious orchard, Mr. Kim invested in building rest shelters, renovating the fish pond, and expanding the living space to cater to the needs of visitors. Thanks to his well-planned approach, the model quickly attracted many people, especially students, to visit and experience it.

Inspired by this successful model, many households in the area have boldly learned from it, choosing economic development directions suitable to the soil, climate, and advantages of each locality. Diversifying crops and livestock, combining the application of advanced technology, and expanding consumption linkages have contributed to improving production efficiency, creating stable livelihoods, and gradually increasing income for rural people.
Synchronizing multiple effective solutions
Recognizing that raising income is a core criterion in building new rural areas, Quang Ninh province has implemented a comprehensive set of solutions to create a foundation for sustainable economic development for its people. Based on the principle of putting the people first, the province focuses on perfecting mechanisms and policies to support production, encouraging people to leverage their internal resources, and proactively choose economic models suitable to the actual conditions of each locality.

Along with orienting production development, Quang Ninh focuses on consolidating and improving the efficiency of cooperatives and cooperative groups, thereby gradually forming production linkage models along the value chain. This has helped people improve their management skills, access science and technology, and organize production in a more systematic way, contributing to increased economic efficiency.
Alongside production development, the province is promoting vocational training and the transfer of advanced technologies to rural workers. Training programs are designed to closely match practical needs, linking them to agricultural, service, and rural tourism sectors, creating opportunities for people to improve their skills, diversify their employment, and increase their income.
Furthermore, Quang Ninh focuses on integrating social welfare policies with rural economic development, supporting poor and near-poor households and vulnerable groups to improve their lives and achieve stability. Through programs supporting capital, housing, livelihoods, and social insurance, people have more opportunities to invest in production with peace of mind, gradually escaping poverty sustainably.
Currently, the average per capita income in rural areas throughout the province has reached 84.14 million VND/person/year, more than double compared to 2010. Since the end of 2023, the entire province has had no poor households according to the multidimensional poverty standard stipulated by the Government in Decree No. 07/2021/ND-CP (dated January 27, 2021), achieving the National Target Program for Sustainable Poverty Reduction 2021-2025 three years ahead of schedule.

With those results, prior to the implementation of the two-tiered local government model, Quang Ninh province had 13 out of 13 district-level units meeting the New Rural Area (NRA) standards, including 5 districts meeting the advanced NRA standards; 54 communes meeting the advanced NRA standards and 25 communes meeting the model NRA standards. From July 1, 2025, the reorganization of commune-level administrative units will reduce Quang Ninh from 171 communes and wards to 54 new administrative units. This creates space and impetus for local development. The merger of communes that have already met the NRA and advanced NRA standards helps to inherit infrastructure, production models, human resources, and management experience, creating a favorable foundation for maintaining and improving the quality of indicators and criteria.
Building on the achievements already made, Quang Ninh continues to identify sustainable income improvement for its people as a consistent goal in building new rural areas in the coming period. The province focuses on improving the quality of criteria, promoting the leading role of the people, and linking economic development with improving cultural and social life... Through this, it aims to gradually build a harmonious and sustainable rural area in Quang Ninh, striving towards the goal of a happy people.
