
Quang Ninh province has implemented numerous training and professional development programs for its staff, civil servants, and public employees. In 2025, the province issued Decision No. 362/QD-UBND approving the training and professional development plan, providing a basis for agencies and units to enhance the capacity of their staff, especially in new, specialized fields, linked to the requirements of integration and digital transformation.
In addition, the provincial Department of Education and Training has advised on incorporating educational cooperation into cooperation agreements between Quang Ninh and many foreign partners such as: Manchester (UK), Irkutsk province (Russia), Karlovy Vary (Czech Republic), Guangxi Zhuang Autonomous Region (China), Osaka Prefecture University (Japan)... This has expanded cooperation opportunities and created conditions for officials, teachers, students, and trainees to access international training, professional development, and exchange programs. In particular, many officials and civil servants from the province have participated in training courses in China on artificial intelligence, anti-corruption, and public health; and have also participated in undergraduate and master's degree programs under ASEAN scholarships…
At Ha Long University, international cooperation in training is also being promoted. In 2025 alone, the university sent 18 students for internships and training in Beijing (China); 16 students for internships at Pyeongtaek University (South Korea) and Japanese businesses. The university also welcomed 4 volunteers from prestigious international organizations such as JICA, KOICA, and TECO to teach Japanese, Korean, and Chinese languages.

In the healthcare sector, international integration is also identified as a crucial direction for enhancing professional capacity, accessing new techniques, and mastering modern medical technology. Quang Ninh's healthcare sector has expanded cooperation with many countries with advanced medical systems such as China, the United States, Sweden, South Korea, Japan, Germany, and France. Through this, healthcare professionals have more opportunities for training, scientific research, and technology transfer in various fields such as organ transplantation, oncology, surgery, pediatrics, traditional medicine, cataract treatment, thalassemia, gene technology, stem cells, parasitic disease prevention, improving laboratory quality, and hospital management.
From 2024 to the present, Quang Ninh Obstetrics and Pediatrics Hospital has welcomed 6 delegations with over 40 leading medical experts from Guangxi (China) to teach and share experiences; at the same time, it has sent 5 delegations with over 12 staff members for training in Guangxi in the fields of resuscitation, care, pediatric nutrition, obstetrics, neonatology, and hospital management. Workshops, seminars, and professional exchanges are regularly maintained, contributing to improving the capacity for treating and caring for patients.
Specifically, from May 14th to 16th, 2026, in Nanning City (Guangxi, China), Dr. Nguyen Thu Ha, Head of the Neonatal Department at Quang Ninh Obstetrics and Pediatrics Hospital, was invited to participate in a lecture on total parenteral nutrition support for critically ill and premature newborns. Dr. Nguyen Thu Ha shared: “Hopefully, in the future, there will be more practical cooperation programs, thereby helping medical staff improve their expertise and enabling people in the province to benefit from increasingly better healthcare services.”
Given its unique position as a border province, Quang Ninh also prioritizes cooperation in border healthcare. The provincial health sector has concretized the contents of cross-border emergency medical cooperation between Vietnam and China, including the mechanism of "Direct ambulance service at border marker 1369". Border health quarantine between Quang Ninh and Nanning Customs of China is also maintained according to current regulations; at the same time, the province is increasing investment in equipment, training of border quarantine personnel, and standardizing professional procedures.
