Direct principle: The rights and responsibilities of each voter.
According to the Law on Election of National Assembly Deputies and People's Council Deputies, voters must exercise their right to vote directly, casting their ballots in person at the designated polling stations. The law strictly prohibits any form of proxy voting or voting on behalf of others. If a voter is unable to write their ballot themselves, they may ask someone else to write it for them, but they must still cast their ballot into the ballot box themselves to ensure the principle of direct voting.
For voters who are sick, elderly, or disabled and unable to come to the polling station, the election committee will bring supplementary ballot boxes to their location, facilitating voters to fully exercise their rights and obligations in accordance with the law. This approach clearly demonstrates respect for the voting rights of every citizen, ensuring that no one is left behind in elections.
Strict adherence to the principle of direct elections not only protects the individual rights of voters but also contributes to affirming the value of each ballot and improving the quality of the people's choice of representatives.
The principle of secret ballot: Protecting the right to freedom of choice.

Along with the principle of direct voting, secret ballot is a key element in ensuring democracy and freedom in elections. According to regulations, voters will fill out their ballots in a separate, private area; no one, including members of the polling station, is allowed to monitor or know the content of the voters' choices. After filling out the ballot, voters personally cast their votes into a secret ballot box, ensuring there is no interference or influence from outside.
The principle of secret ballot allows each voter to freely express their own opinions, without pressure, influence, or impact from any organization or individual. This is an important basis for each ballot to accurately reflect the legitimate will and aspirations of the people, while also strengthening confidence in the fairness and transparency of the election.
Mr. Nguyen Tien Nam, Vice Chairman of the Vietnam Fatherland Front Committee of the city, affirmed: “The principle of direct and secret ballot voting is not only a legal requirement, but also a commitment to the people regarding a democratic, fair, and transparent election. Each voter participating in the election is a voice, a free choice that is respected and protected. The Vietnam Fatherland Front Committee of the city always closely coordinates with relevant agencies to ensure that all polling stations comply with regulations, creating the most favorable conditions for voters to exercise their rights and obligations.”

As a long-time local voter, Mr. Nguyen Van Chinh (Thuan Hoa ward) shared: “Through each election, I see that the organization is becoming increasingly thorough and serious. From arranging separate areas for filling out ballots to guiding voters to cast their ballots correctly, everything is very clear, creating a sense of security and comfort for citizens when exercising their civic rights. Ensuring the principle of direct, secret ballot allows us to freely express our will without being influenced or apprehensive about anything.”
Election regulations are not only implemented in writing but have also been put into practice, contributing to strengthening the people's trust in the democracy, fairness, and transparency of elections. Recent elections have shown that in many localities, election organization has been meticulously and scientifically prepared. Polling stations are arranged logically, ballot-writing areas are separate, ballot boxes are sealed according to regulations; election committees are thoroughly trained to handle unforeseen situations flexibly but strictly, especially for special cases such as the elderly, disabled, and those undergoing medical treatment.
The principles of direct and secret ballot are the foundational guarantee of a democratic, lawful election that truthfully reflects the will of the people. Organizing elections seriously and strictly according to these principles not only contributes to improving the quality of elected representatives but also strengthens the people's trust in the Party, the State, and the regime, thereby affirming the value of socialist democracy in Vietnam.
