Preventing African swine fever

Tan Phu Ward and neighboring communes, located in the eastern gateway area of Dong Nai City, are areas with a large pig farming population. These areas border several other provinces and cities, and have complex terrains with a high risk of disease spread and outbreaks among livestock. In particular, African Swine Fever (ASF) has recently broken out.

Alarmingly, some recent outbreaks of African Swine Fever (ASF) have occurred in large-scale livestock farms, rather than in small-scale household farms as before. Therefore, timely intervention from the livestock industry and relevant authorities is needed to prevent ASF outbreaks and avoid significant losses for the livestock sector.

Multiple outbreaks have occurred.

In recent years, African Swine Fever (ASF) has remained complex, affecting the livestock industry. In particular, since the beginning of 2026, the disease has shown signs of a sudden surge.

As of June 12, 2026, the entire city recorded 40 outbreaks of African Swine Fever (ASF), resulting in the culling of over 13,500 pigs. Notably, ASF has recently shown signs of outbreaks in communes and wards in the eastern part of Dong Nai city.

Areas bordering other provinces and cities face a high risk of disease outbreaks, especially African Swine Fever (ASF). Of particular concern is the fact that some large farms within the livestock chain, invested in by businesses, have also experienced outbreaks. Areas where outbreaks occur must strictly implement disease prevention and control measures, especially in eradicating pathogens. In the long term, the livestock industry must guide and encourage livestock facilities to adopt modern farming models that ensure biosecurity.

According to Mr. Le Minh Tri, Head of the Economic, Infrastructure and Urban Planning Department of Tan Phu Ward, on June 12, 2026, the contract pig farm of Ms. Truong Thi Thao (located in Tra Co 11 residential area, Tan Phu Ward) had a total herd of 1,942 pigs, approximately 4 months old, showing signs of illness. An inspection on June 16 revealed 27 dead pigs and 355 pigs showing signs of illness, including: enlarged liver with hemorrhage, swollen and dark spleen, and hemorrhagic kidneys, suspected to be African Swine Fever (ASF). Test results from the Central Veterinary Diagnostic and Testing Center 2 and the disease symptoms confirmed that the pigs at the aforementioned farm were infected with ASF. Immediately afterward, all 1,942 pigs at the farm were culled according to regulations.

Mr. Le Tan Viet, Head of the Livestock and Fisheries Station Area 6 (responsible for Tan Phu ward and Dinh Quan commune), suggested that the Tan Phu Ward People's Committee organize large-scale disinfection spraying in high-risk areas such as livestock barns, breeding areas, markets, and slaughterhouses to limit the spread of the disease. The Tan Phu Ward People's Committee should continue to strengthen epidemiological monitoring in the area, guiding livestock farmers to carry out daily disinfection and sanitation. They should also review and compile statistics on the total pig population in the ward to promptly detect and handle any outbreaks.

Previously, African Swine Fever (ASF) mainly occurred in small-scale livestock farms. Nguyen Truong Giang, Head of the Department of Livestock and Fisheries, compared the situation: While Dong Nai province only planned to cull about 7,000 pigs due to ASF in the whole of 2025, in just the first six months of 2026, the total number of pigs culled due to ASF has already nearly doubled compared to the whole of 2025. Alarmingly, a recent ASF outbreak, such as the one in Tan Phu ward, occurred in a large-scale livestock farm.

Vigorous fight against the epidemic

As of the end of May 2026, the total pig population in the city reached 3.99 million, an increase of over 2.4% compared to the same period last year. With such a large livestock population, disease prevention and control measures for pigs have been prioritized by local authorities. In particular, the Department of Agriculture and Environment has implemented a month-long campaign for general sanitation, disinfection, and environmental decontamination, and is urgently administering the first round of vaccinations for livestock in 2026. Accordingly, the city has distributed over 14,400 liters of disinfectant to communes and wards. Local authorities continue to conduct planned sample collection and monitoring to detect and control the spread of disease.

The communes in the eastern gateway area of Dong Nai city, especially those bordering Tan Phu ward such as Dinh Quan and Phu Vinh, have large livestock populations and a high risk of African Swine Fever (ASF) spread. Therefore, these localities are strengthening the implementation of disease prevention and control measures to protect their livestock.

Mr. Le Minh Tri, Head of the Economic, Infrastructure and Urban Affairs Department of Tan Phu Ward, added: The investigation results of the disease outbreak show that the cause of African Swine Fever (ASF) at Ms. Truong Thi Thao's pig farm may be due to open pens and inadequate sanitation and epidemiological safety measures. Tan Phu Ward currently has a large pig farming population, so the local authorities are very concerned about disease prevention and control in livestock. The ward has implemented a series of solutions to treat and prevent ASF. However, in the coming time, the ASF situation will continue to be complex due to the lack of an effective ASF vaccine; and it is currently the rainy season – favorable conditions for flies and mosquitoes to breed and spread the disease.

Ms. Nguyen Thi Thuy, representative of the Economic Department of Dinh Quan commune, said: "With a large pig population, the commune pays close attention to disinfection and sterilization, and strengthens veterinary inspections... Especially in the current complex disease situation, the commune closely monitors the activities of farms and livestock facilities, going directly to farms to disseminate information on disease prevention to protect livestock."

Given the complex developments of African Swine Fever (ASF), the Department of Livestock and Fisheries has issued a document requesting localities experiencing outbreaks to focus on disease prevention and control measures. These measures include: strictly controlling the transportation, trading, collection, and slaughter of pigs and pig products within the area; strengthening inspections at transportation routes, transit points, slaughterhouses, and live animal markets; and severely punishing cases of transporting, slaughtering, and consuming pigs and pig products of unknown origin or that do not meet veterinary hygiene requirements. They also guide livestock farmers, especially small-scale farmers, on implementing biosecurity measures in livestock farming. Specifically, localities should focus on the following measures: strictly implementing daily hygiene and disinfection measures using lime powder and chemicals in livestock pens and surrounding areas; taking measures to prevent and control insects, flies, mosquitoes, and rodents from entering livestock pens; and properly handling feed, drinking water, waste, and wastewater. The regulations require livestock owners and facilities with sick or suspected sick animals, or animals that must be culled due to disease outbreaks, to fully carry out disinfection, sanitation, and decontamination to eliminate pathogens and prevent the spread of disease; and encourage farmers to promote the application of controlled-risk farming models, ensuring biosecurity and the full use of vaccines to prevent diseases in their pig herds.
