Currently, there is a situation of impersonating bank employees to directly contact customers to guide them in collecting biometrics and sending strange links via text messages, Facebook, Zalo of customers to defraud, appropriate money in accounts to steal customers' personal information for bad purposes.
To have a solution, according to the State Bank of Vietnam, Tay Ninh branch, from July 1, 2024, electronic money transfer transactions of individuals with a value of over 10 million VND or the total value of electronic money transfer transactions in a day exceeding 20 million VND must apply one of the biometric authentication measures.
This is a regulation on implementing safety and security solutions in online payments and bank card payments according to Decision 2345 of 2023 of the State Bank of Vietnam , aiming to ensure that online banking transactions are legitimate to protect customers, contribute to reducing fraud crimes and appropriating customers' assets, as well as preventing cases of leasing, borrowing, buying and selling payment accounts and e-wallets for illegal purposes. This is also one of the solutions that contributes to protecting customers using banking services.
The State Bank of Vietnam recommends that customers need biometric authentication to ensure safety and security in online payments and card payments.
According to Mr. Ha Minh Chau - Deputy Director of the State Bank of Vietnam, Tay Ninh branch, recently, the Branch has directed commercial bank branches in the area to implement appropriate and timely communication plans, support and guide customers on how to authenticate biometrics.
As a result, the rate of biometrics collected from individual customers reached over 16.6%; the rate of biometrics collected from institutional customers reached 15.1%; most commercial banks are collecting biometrics at transaction counters and via the unit's mobile banking app, not collecting biometrics by sending links via text messages, Facebook, Zalo of customers.
In addition, commercial banks regularly advise customers to be vigilant against new scams by criminals, including the trick of impersonating bank employees to support biometric authentication registration.
The State Bank of Vietnam, Tay Ninh branch, recommends that people and customers of credit institutions be vigilant, do not click on strange links sent via chat, SMS or email; do not provide personal information to websites of unknown origin; do not provide one-time passwords (OTP codes), passwords for electronic banking/mobile banking applications (internet banking/mobile banking)... to anyone, including bank employees; be careful and vigilant when receiving and processing information and requests from unofficial information channels of unknown origin (such as information not from official information channels of State agencies that have been publicly announced).

In case of suspicion of fraudulent property appropriation, citizens and customers should promptly notify the nearest police agency or the Ministry of Public Security's Electronic Information Portal at http://bocongan.gov.vn for reception and guidance on handling.
There are currently 45 credit institutions in the province, including 24 commercial bank branches, 1 Social Policy Bank branch, 1 Cooperative Bank branch, 1 Microfinance Organization branch and 18 people's credit funds, with a total of 133 business locations.
