A boost for the tourism industry.
In late April, the People's Committee of Quang Ninh province issued Decision No. 1169/QD-UBND approving the Project for Developing Quang Ninh into a regional and global tourism hub by 2030, with a vision to 2045. This project aims to develop Quang Ninh into one of the leading tourism centers in the country, acting as a gateway for cooperation and tourism connectivity with the region and internationally for the Red River Delta and the entire country, following the direction of green growth, circular economy , and "four-season tourism".
Specifically, Quang Ninh will become a new center for organizing music and film events, cultural exchanges, and international festivals; a center for conferences, trade fairs, exhibitions, and MICE (Meetings, Incentives, Conferences, and Exhibitions); a charming and romantic honeymoon destination; a world-class health and wellness resort destination; and a leading center for spirituality and Buddhism in Vietnam and the world. Along with this, the plan aims to develop tourism spaces and infrastructure to promote connectivity within the province, region, country, and internationally; build a modern and synchronized infrastructure system to create a foundation for tourism connectivity and development, creating strong opportunities for regional and international connections, and increasing the number of international tourists visiting Quang Ninh.
Quang Ninh aims for high and sustainable tourism growth by 2030, based on the strong development of world-class tourism products and services; becoming a tourism hub connecting the region and the world, a key area for high-end tourism, entertainment and resort activities in the country with a truly synchronized, modern, and superior infrastructure; and possessing a diverse, unique, high-quality tourism product system with strong brands, global appeal, and competitiveness.
The province aims to become one of the world's leading global tourism hubs and top destinations by 2045, based on the brand positioning of Ha Long Bay and Bai Tu Long Bay as a paradise of scenery and harmonious development between economic, social, and environmental ecosystems, with a quality of life for the people and an environment that meets international standards.
Looking ahead to 2025, Quang Ninh aims to welcome 20 million tourists, including 4.5 million international visitors; the number of overnight stays is expected to reach over 8 million; and total tourism revenue is projected at 55,000 billion VND, an 18% increase compared to 2024. To achieve this goal, the province has issued a tourism development plan for 2025 since the beginning of the year. In particular, immediately after the Prime Minister issued Official Dispatch No. 34/CĐ-TTg (dated April 10, 2025) on promoting tourism development and ensuring double-digit economic growth, Quang Ninh province has implemented numerous tasks and solutions to develop tourism, aiming for the following tourism development motto: Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destination. Through this, we will accelerate and make breakthroughs to ensure growth rates in 2025 and subsequent years, making a significant contribution to the province's economic growth in 2025 with the target of reaching 14% or more.
According to Nguyen The Hue, Chairman of the Quang Ninh Tourism Association, the province's swift issuance of resolutions outlining long-term tourism development, as well as timely solutions to stimulate growth in 2025, has been a "boost" for the breakthrough growth of the tourism industry. The Association has also proactively connected tourist destinations and areas, built a network linking transportation, accommodation, and restaurant service providers to reduce costs and prices; developed promotional programs to attract tourists; introduced new tourism products in Quang Ninh; and encouraged businesses in the province to offer promotional programs and discounts suitable for large groups, combining many attractive and high-class service packages to attract visitors.
It is evident that policies and resolutions promoting tourism also serve as a basis for businesses to collaborate with the province, proactively developing and investing in new, professional, and high-class tourism products, strongly leveraging the abundant potential of Quang Ninh's tourism resources to increase competitiveness with other destinations in the region. Mr. Pham Van Hiep, Managing Director of Sun Group in the Northeast region, said: In response to the province's plans, Sun Group has also launched a series of tourism events. For example, the Yacht and Cruise Festival combined with the Yacht Night Street product has been successfully organized many years ago. In the future, the company plans to organize festivals in the cable car and Ferris wheel areas after the infrastructure is renovated following the impact of typhoon No. 3/2024. At the same time, the company will actively promote Quang Ninh tourism and destinations within the Group's ecosystem.
Realizing the 2025 growth target.
Tourism has been identified by Quang Ninh province as a key economic sector, making a positive contribution to the province's overall growth. With the goal of achieving a 14% GRDP growth rate in 2025, the tourism sector has focused this year on increasing the average spending of tourists. Besides leveraging existing strengths, Quang Ninh's tourism sector is concentrating on exploiting development potential, promoting the sustainable development of high-quality products, and targeting high-spending international tourists.
One of the solutions emphasized by the tourism industry is proactively promoting tourism, including innovating methods and content, increasing the application of modern technology, and ensuring unified, professional, and effective tourism promotion both domestically and internationally. According to Mr. Phan Van Tuan, Deputy Director of the Center for Culture, Information and Tourism Promotion, the center will build and position the Quang Ninh tourism brand associated with a unique and distinctive image reflecting the province's cultural identity; strengthen the promotion of Quang Ninh tourism across all media platforms; and provide information to press and media agencies to publicize outstanding cultural and tourism events taking place in the province. At the same time, it will proactively connect with domestic and international entities to promote tourism through film studios, bands, etc., to enhance effectiveness and reach diverse tourist markets.
Furthermore, the tourism industry is actively innovating and improving the quality and competitiveness of existing tourism products and services, aiming to increase tourist spending, boost revenue, and enhance the economic efficiency of tourism. Specifically, it focuses on luxurious infrastructure, unique experiences, and personalized services, such as the province's urgent efforts to develop three new beaches (Soi Sim, Hang Co, and Trinh Nu in Ha Long Bay), as well as identifying seven pristine island areas and beaches targeting the billionaire and ultra-luxury segment, representing the top 1% of the world's population. Simultaneously, it aims to enhance the tourism experience through private yacht services to nearby islands or helicopter transfers; providing customized cultural experiences; and offering world-class health and wellness facilities such as comprehensive spas with traditional Vietnamese treatments.
In 2025, the tourism industry will continue to promote digital transformation, green transformation, and enhance the application of information technology in tourism development, such as: selling tour tickets in Ha Long Bay, implementing integrated links to introduce Quang Ninh tourism, managing boats and ships; applying digital transformation at the Quang Ninh Museum; and providing free Wi-Fi coverage in tourist areas and attractions.
According to Nguyen Viet Dung, Director of the Department of Culture, Sports and Tourism: With a consistent orientation towards developing year-round tourism, localities and units need to comprehensively improve the tourism business environment, strengthen the management of tourist destinations in the province, and ensure a healthy tourism business environment for tourists. Specifically, they should promote civilized tourism behavior at tourist areas and destinations, ensure security and order, environmental hygiene, food safety, price listing and selling at the correct price, and combat harassment and fraud against tourists; establish a multilingual hotline to receive tourist feedback; resolutely and strictly handle fraudulent tourism websites, illegal taxis, and other violations of the law, and require the cessation of operations for businesses that violate the rights of tourists.
With timely development orientations for the tourism industry, many "boosts" from policies and resolutions have quickly yielded results, such as: Decision No. 2119/QD-UBND (dated July 19, 2024) of the Quang Ninh Provincial People's Committee on the announcement of sightseeing and tourism itineraries in Ha Long Bay and Bai Tu Long Bay, with 10 itineraries in Bai Tu Long Bay currently being put into service for tourists. From the end of March 2025, Quang Ninh province will launch sightseeing and tourism itineraries in Bai Tu Long Bay. This significant event demonstrates Quang Ninh's efforts in exploiting the tourism potential of Bai Tu Long Bay, as well as creating a foundation for businesses to invest and develop.
According to Mr. Nguyen Thuc Can, General Director of Everland Crystal Group, the Group has put into operation the first two 99-seat cruise ships in Everland Group's high-end cruise ship development project, including day and overnight cruise ships to operate tours of Bai Tu Long Bay and connecting itineraries between Bai Tu Long Bay and Ha Long Bay. Each bay tour lasts from 4-6 hours depending on the choice. Tourists are served lunch on board and can use many other services and entertainment activities. This is also one of the steps the group is taking to maximize the tourism potential of Van Don, connecting with the tourism, resort, and entertainment complex that the group is investing in. From there, it aims to attract more tourists to visit and experience the area, gradually transforming Van Don into a center for island and coastal resort tourism in line with the province's and local government's orientation.
Thanks to the efforts of the government, businesses, and people, in the first four months of 2025, Quang Ninh welcomed nearly 7.6 million tourists, a 7% increase compared to the same period in 2024. Of these, international visitors are estimated at 1.57 million, and overnight stays at approximately 1.9 million. Total tourism revenue is estimated at 18,310 billion VND, a 26% increase compared to the same period in 2024. Notably, during the five-day holiday period from April 30th to May 1st (April 30th to May 4th), the province welcomed over 1.1 million tourists, reaching 112% of the target for the same period in 2024. It is projected that in the second quarter of 2025, Quang Ninh's tourism industry will achieve a target of 5.3 million tourists, with total tourism revenue estimated at 14,720 billion VND.
