In response to the need to unlock resources for socio-economic development, Nghe An province is focusing intensely on addressing delayed, stalled, and long-standing projects to prevent waste, improve the effectiveness and efficiency of state management, and strengthen the trust of the people, businesses, and investors.
According to a review and summary, there are currently 87 projects in the province that are facing prolonged difficulties and obstacles. As of the end of May 2026, the Standing Committee of the Party Committee of the People's Committee of Nghe An province had reported to the Nghe An Provincial Party Committee for consideration and feedback on handling 19 out of 87 projects.
Of these, only 6 projects have been completed; 81 projects remain unresolved. Notably, some projects have received feedback from the Provincial Party Standing Committee and the Provincial Party Executive Committee, but their implementation is still slow and has not met the set requirements.
This situation stems from delays in reviewing and classifying projects and determining the appropriate authority for handling them at certain times; and the responsibilities of some agencies, units, and localities have not been clearly defined.
Furthermore, coordination between different sectors and levels has sometimes been inadequate; the application of new mechanisms and policies from the central government to resolve difficulties for stalled projects has not been fully utilized.
To bring about substantial change, the Steering Committee for handling delayed, stalled, and long-standing projects has coordinated with the Standing Committee of the Provincial Party Committee and People's Committee and relevant agencies to develop a roadmap for handling the remaining 81 projects in three phases.
Specifically, Phase 1 will involve reporting to the Provincial Party Standing Committee for their opinion on handling 35 projects, to be completed before June 15, 2026. Phase 2 will continue reporting on 21 projects, to be completed before July 30, 2026. Phase 3 will handle the remaining 25 projects, to be completed before November 30, 2026.
The handling process is strictly implemented according to the "six clear principles": clear person, clear task, clear deadline, clear responsibility, clear product, and clear authority; at the same time, resolutely refusing to legitimize violations and preventing new violations from occurring.
Currently, Nghe An province is focusing its efforts on handling the 35 projects in Phase 1 to ensure timely completion, create positive changes, and lay the groundwork for addressing the remaining project groups.
