A close minister
Despite his formality, the late Minister of Education and Training Tran Hong Quan was very close to his subordinates, always respected their opinions and listened. An official who had worked for many years under 6 ministers commented on Professor Tran Hong Quan like that.
In 1994, I had to go to the office of Minister Tran Hong Quan to ask for his signature. Before that, I had never met Professor Tran Hong Quan, but I had to "boldly" go to see him because without the signature of the Minister of Education and Training at that time, I could not defend my PhD thesis in October and then go to Singapore to attend a short-term course on total quality management.

I thought he would be upset, but my work couldn't wait, so I took a chance and met him. I waited in front of his office because his secretary said he was just coming home for a lunch break and signing some documents before going back to the National Assembly meeting in the afternoon. Luckily, around 12 o'clock, I saw him come home. I briefly told him about my request, and he asked why he didn't let his colleagues in the office present it. But he signed anyway.
Last May, when I visited him with former Deputy Minister of Education and Training Tran Van Nhung, I mentioned this story again, he smiled lightly and said he didn't remember it.
Contribute toeducational innovation
After his role as Minister of Education and Training ended, Professor Tran Hong Quan moved to the Propaganda Department, then retired. I had the opportunity to meet him again at conferences and seminars of the Association of Non-Public Universities and Colleges, later the Association of Vietnamese Universities and Colleges. During those times, I saw him calling on people to write articles, then directing the editing, choosing the conference venue, arranging food and accommodation for the attendees...
In addition to work meetings, I also met him at friendly meetings. That was the group of people interested in education in Ho Chi Minh City that he led.
Professor Tran Hong Quan and his friends formed a group of people interested in education. The group consisted of about 30 people - including some high-ranking education managers such as former Deputy Minister of Education and Training, Professor Nguyen Tan Phat; Dr. Vu Ngoc Hoang; Professor Luong Ngoc Toan; Professor Tran Xuan Nhi; some people who have worked long-term in the field of education such as Professor Ly Hoa, Professor Nguyen The Huu, Dr. Ho Thieu Hung, Dr. Huynh Cong Minh; some intellectuals who are knowledgeable about education such as Professor Pham Phu, Professor Ho Sy Thoang, Professor Nguyen Thien Tong, Professor Tran Huu Ta, teacher Tran Chut; some intellectuals who have returned from abroad or worked for educational organizations abroad such as Dr. Tran Canh, Dr. Tran Xuan Thao, etc.
I joined the group in 2015, when the teacher asked me to join the group because the group also needed "young people" to maintain the activities of this nameless club. The group's activities are voluntary, everyone contributes funds, when there is an issue that needs to be discussed, Professor Tran Hong Quan and Professor Nguyen The Huu inform the group about the topic to be discussed.
Professor Tran Hong Quan has passed away, but he will forever remain with generations of educators.

Nowhere when there are conditions, Professor Tran Hong Quan does not talk passionately about the country's education. He is one of the first contributors to educational innovation since 1987 - the first conference in Nha Trang, opening the way for educational innovation.
Now that the country's education has developed, changes in the development of non-public education have had certain achievements, and he is one of the pioneers, a person who steadfastly follows it because the quality of university education is something he cares about throughout his life.
We will no longer hear his heartfelt words with a hoarse voice and a smile always on his lips. Professor Tran Hong Quan has passed away but he will forever remain with our generations of educators.
